The Recreation and Community Services Commission held a Regular Meeting at 4:05 p.m.
November 1, 2011, in the Council Chambers, Downey City Hall, 11111 Brookshire Avenue,
Downey, California, Mark Vasquez, Chair presiding. Chair Vasquez led the pledge of allegiance
gave the invocation.

1. Discuss Ranking Capital Improvement Projects (Park/Facilities Needs Assessment):
Thad Phillips distributed the annual list of Capital Improvement Projects for review.
The Commission discussed and decided to defer the ranking until funding becomes
available.
1. Social Services: Arlene Salazar discussed changes to the Travel Film Series. She
discussed Social Services programs. She invited the Commissioners to judge the
Holiday Home Decorating Contest on Thursday, December 8, 2011 from 5:30 —
10:30pm. The Halloween Pumpkin Patch Event was a success with an estimated
8,000 people in attendance. Thad Phillips thanked Arlene for doing an outstanding
job and stated this is one of the City's largest community events.
Recreation: Thad Phillips gave the Recreation staff report. He stated the installation
of additional crossing bridges in the center median of the Discovery Sports Complex
parking lot is a capital item and cannot be completed by Public Works at this time
due to funding. Commissioner Veloff inquired about the possibility of the different
user groups raising money to fund the project. Thad Phillips will investigate.

3. Theatre /Administration /Park Maintenance/Golf Course: Thad Phillips stated the first
of the Theatre's presenting series starts this Saturday with "America ". He discussed
upcoming Theatre events. He discussed the golf statistics. Letters were sent to
homeowners on Via Rio Nido adjacent to the golf course regarding netting
modifications. He discussed graffiti statistics. Commissioner Veloff asked if stucco
could be placed on wall surfaces with reoccurring graffiti as a deterrent. Thad
Phillips will investigate. Vice Chair Lopez asked why surveillance cameras were not
in use. Thad Phillips stated it was due to the expectation of someone watching the
footage and cost. He stated the City Council voted 3-2 to ban smoking in parks and
to add a designated smoking area. Vice Chair Lopez expressed his concern
regarding the possible implications of the ban, staff hours from the Police
Department and Park Staff to enforce it as well as the increased risk of
confrontations between park staff and patrons in violation. He discussed litter in the
park and stated the possible cause of litter could be due to birds and squirrels
spreading trash from the trash cans. Thad Phillips will investigate the types of trash
cans available.
Board Member Reports /Discussion
1. Commissioner Veloff: The soccer play that has ceased at Furman Park has now
been replaced by Adults playing flag football. He has seen it two weeks in a row on
Saturday afternoon and Sunday morning. Thad Phillips will have staff investigate.
2. Chair Vasquez: He apologized for missing the past two meetings.

SUBJECT: Youth Sports Organization Registration Policy
To ensure consistent registration practices and policies the Community Services
Department is developing a policy for youth sports organizations to conduct registration
on city parks.
In order for a Downey based youth sports organization to hold registration for their
league in city park open space they must do the following:
1. Submit a registration request form up to 3 months but no later than 4 weeks prior
to the first date of registration. The completed form must be submitted to the
Community Services Department, located in City Hall at 11111 Brookshire Ave,
Downey, CA 90241.
2. New organizations must provide the following documents to the Community
Services Department:
a. Proof of current non - profit status 501(c)3
b. Proof of $1 million per occurrence general liability insurance, naming the
"City of Downey" as additionally insured in ACCORD format.
c. Current list of the organization's Board of Directors.
d. Immediate past season's rosters. Rosters must contain all youth names
and addresses.
i. If registration is for the inaugural season a residency verification
form verifying a minimum of 55% of the participants registered with
the organization will reside within the City of Downey can be
provided in lieu of the roster.
The following Downey based youth sports organizations hold their registration as
follows:

Northwest Little League I Furman Park
No two competing sports organizations will be allowed to hold registration on the same
day at the same park or have reserved use of facilities at the same park. Past
registration history and the organizations compliance with the City of Downey's
Community Services rules and regulations will be considered to determine priority for
registration requests. The organization must be in good standing to be authorized to

conduct registration at a city park and /or city facility. New organizations requesting to
conduct registration may not utilize the same park facilities as a like sport group listed
above.
REGISTRATION GUIDELINES
• Organization must be a Downey based league to be authorized to conduct
registration.
• Registration must be conducted during regular park operating hours.
• The organization must provide the necessary tables, chairs and shade structure.
• Vehicles cannot be driven or parked on park grounds.
• Electric - amplifying equipment or other sound - amplifying equipment may not be
used.
• Group must observe all Department rules and regulations and City of Downey
Municipal Codes.
• The use of the park is at the organizations own risk and the organization agrees
to not hold the City of Downey responsible in the event of loss, damage, or injury.
• In the event of inclement weather all outdoor registrations will be canceled. The
registration may not be moved indoors.
• Permission to register may be revoked if there is a conflict with Departmental
use.
• Banners are prohibited.
• City events and activities take precedence over registration requests. Requests
may be denied if there is a conflict.
• All monetary transactions require a written receipt to be provided to the
registrant, with detailed transaction information (date, registrants name, amount
paid, payment type, etc)
• Organizations must not disrupt other organized activities in or around the park
and facilities.
• Organization must adhere to the registration time as approved by the city.
Organization may not arrive earlier or stay later than approved time.
• Registration materials or supplies are not allowed to be stored at the park
facilities prior to and leading up to registration date.
• Organizations must provide all supplies necessary for registration. No city
supplies will be allocated.
DEFINITION OF TERMS
New Organization — an organization who has not previously been approved to
hold registration in a city park facility.
• Downey based youth sports organization — Non - profit 501(c)3 youth sports
league with confirmation of at least a minimum of fifty -five percent (55 %) of the
organizations registrants reside within the City. of Downey.
• Youth — youth status is defined as a person under 18 years old.
• Team rosters — a comprehensive list of participant names, addresses including
city and zip code, the name of the parent/guardian if applicable.

• League — any youth sports organization, consisting of a minimum of four same -
sport teams with the same board of directors, Code of Conduct and Certificate of
Insurance coverage.

A group of 100+ enjoyed an afternoon at the Downey Senior Monday's Program and
Dinner on Monday, November 7 at the Downey Adult School.
Barbara J. Riley Community & Senior Center (BJR) staff participated in a Red Cross
hosted shelter evacuation training on November 10 and November 17.
A group of 50 adults enjoyed an afternoon at the Kodak Theatre to take in the amazing
Cirque du Soleil show "Iris" and enjoy lunch in the Hollywood and Vine area.
On November 22 a Turkey Raffle was held to give away 15 turkeys that were given to
BJR to distribute to seniors by 58 District Assembly Member Charles Calderon's office.
Transit and Barbara J. Riley Community & Senior Center were closed for the
Thanksgiving Holiday.

STAFF REPORTS
Transit operations assisted with transporting volunteers and parade participants at the
annual Chamber of Commerce Holiday Parade on December 4.
The annual Holiday Home Decorating Contest was held in December. Entry forms were
due on December 5 and judging occurred on December 8. Commissioners and a
member of the Soroptimist International of Downey assisted with the judging. On
December 14 members of the City Council presented the awards to the category
winners:

On December 7 the holiday Cafe Quill was enjoyed by 160 adult guests who danced
and ate dinner at -BJR:
On December 8 a group. of ,50 adults enjoyed a day at Disneyland enjoying all the
amazing holiday decorations and amusement park offerings.
Seniors enjoyed making Christmas holiday themed arts and crafts at the make -it and
take -it craft workshops held on December 9 and 16.
BJR hosted the annual Downey Fire Department toy give -away on December 19.
Tickets for the 2012 Travel Film presentation are currently on -sale. The films will be
hosted at BJR on Monday afternoons with doors opening at 1:30 pm for a 2:00 pm show
performance. Cost is $5 per person. Shows:
Recreation
Parks Programs
The "North Pole Calling" program was offered this holiday season for Downey residents.
The registration cards were available at :city hall from Tuesday, December 6 through
Tuesday, December 13. The recreation staff made "Santa's" calls on Wednesday
December 14 and Thursday December 15, between the hours of 6:00 - 7:00 pm. The
calls were made to the parent's children that have filled out an information card about
their child's interests, hobbies, the school they attend and the child's gift list. The Santa
calls are scripted with a special conversation for each of the youth ages 4 to 8.
The free youth outdoor park program "Holiday Haven" was offered December 19
through December 30 for ages 6 to12 years of age. The days of operation were Monday
through Friday at the following sites. Apollo, Brookshire, Dennis the Menace, Furman,
Golden and Rio San Gabriel (the parks were closed Christmas Day and New Years
Day). Popular activities conducted were holiday arts n crafts, paper snow ball. play,
soccer -. playground tag, dodge ball and the Youth New Year's party on December 30.
ASPIRE
The ASPIRE Program was open from school dismissal 11 :45 am to 6 pm for elementary
school minimum days on December 6 — 9. The program provided lunch to the students
with the assistance of the Downey Unified School District Food Services. Each school
site went on a field trip to the LA Zoo. in addition to the field f 1p,:staff planned fun and
exciting activities for the week.

The ASPIRE program implemented an ASPIRE basketball program at the Middle
School sites. The 9 week basketball program began with 3 weeks of clinics and
conditioning. The players from Griffiths, Sussman, and West were then assigned to
teams. Practice was held on day a week at each school site and games were held on
Wednesdays . at the McCaughan gym. The league was overseen by a professional
coach /trainer with the assistance of ASPIRE staff.
The ASPIRE program was visited by the Scholastics Books company. Scholastics is in
talks with Global Learning, the creator of the LitART curriculum, to purchase and publish
the curriculum. Scholastics wanted to see LitART in action and Global Leaming choose
two ASPIRE sites to demonstrate the curriculum. Scholastics was impressed with not
only ASPIRE's LitART implementation, but the afterschool program as a whole.
The ASPIRE Program implemented a Program called ZAP (Zero's are not Permitted) at
Griffiths, Sussman, and West Middle Schools. ASPIRE students who have a "D" or "F"
in any class are assigned to ZAP. The. ZAP students get 2 hours of homework
assistance with a credentialed teacher and ASPIRE staff Monday — Thursday. The goal
of ZAP is to help students raise there grades to a "C" or better. Grades are checked on
an on -going basis to track student progress. If students have raised their grade to a "C"
or better at progress reports they graduate from ZAP and return to the regular ASPIRE
activities and clubs.

Zumba has been offered at Alameda, Ward, Sussman, Gauldin this Fall. Zumba is a
fun and energetic dance /exercise program to encourage students to get moving. The
students are enjoying the class. Zumba will be offered at the remaining ASPIRE
program site during the winter and spring.
