Paramount @ Firestone Improvements AGENDA MEMO DATE: December 13, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: PARAMOUNT BOULEVARD AT FIRESTONE BOULEVARD INTERSECTION IMPROVEMENT PROJECT – EXECUTE AGREEMENT AMENDMENT RECOMMENDATION 1. That the City Council authorize the Mayor to execute an amendment to the agreement with APA Engineering, Inc. for professional engineering services related to the Paramount Boulevard at Firestone Boulevard Intersection Improvement Project; and 2. Approve a change order to the City’s contract with APA Engineering, Inc. in the amount of $63,143 to revise the design for the project. BACKGROUND The Paramount Boulevard at Firestone Boulevard intersection involves two major arterial routes within the City of Downey and two facilities of regional significance. At this intersection, Paramount Boulevard has an existing Average Daily Traffic Volume (ADT) of 30,000 vehicles per day (VPD), while Firestone Boulevard has an existing ADT of about 43,000 VPD. In addition, both Paramount Boulevard and Firestone Boulevard are designated truck routes, and hence, have a significant volume of truck traffic on a daily basis. Paramount Boulevard and Firestone Boulevard have truck volumes of 2,900 and 3,100 VPD, respectively. This intersection has an ADT of 52,000 VPD and operates at level-of-service (LOS) “D” and “E” during AM and PM peak hours, respectively, on a typical weekday. By 2035, due to regional background traffic volume growth, as well as, future estimated traffic generated by proposed development within the region, it is anticipated that this intersection will experience an estimated 35% increase in traffic volume to 70,000 VPD. Consequently, an increase in congestion, resulting in the deterioration of the LOS to “F” at this intersection during AM and PM peak hours, is expected. In addition, the existing curb returns do not have a large enough radius to safely and effectively accommodate right-turn movements by large trucks, forcing them to cross multiple lanes when completing right turns. In order to accommodate this projected traffic volume growth, sustain the LOS at this intersection to acceptable levels of “D” and “E” during AM and PM peak hours, respectfully, and allow for safe, efficient truck movements over the next several decades, the City intends to initiate a project to improve this intersection. The project CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Paramount Boulevard at Firestone Boulevard Intersection Improvement Project December 13, 2011 Page 2 will involve the construction of double left-turn pockets in each direction, a right-turn pocket in the eastbound direction and the reconstruction of all four curb returns to provide 50-foot radii. The acquisition of up to 12,000 square feet of right-of-way from the four contiguous properties will be required at each of the four corners of the intersection to allow for the construction of the larger curb returns and the right-turn pocket at the southwest corner. The right-of-way necessary to construct the right-turn pocket on the southwest corner of the intersection for right turns from eastbound Firestone Boulevard to southbound Paramount Boulevard will require the demolition of an existing structure in addition to the acquisition of property. The project will also include the modification of the traffic signal at the intersection as well as all incidental utility relocations and striping and signage modifications. An aerial view of the Paramount Boulevard at Firestone Boulevard intersection is shown on the attached Project Location Map. DISCUSSION Originally, the proposed intersection design included the addition of the exclusive east bound right-turn lane as well as the reconstruction of the curb returns at each of the four corners at the intersection. APA Engineering was retained to provide the intersection design to incorporate these improvements for a fee of $137,453. The original design was completed in April 2011. The original design concept, however, did not include the double left-turn lanes in each of the four directions at the intersection given that the traffic volume projections available from the City’s General Plan Circulation Element at the time the original concept was being developed did not show a need for the double left-turn lanes. Therefore, the design must be revised substantially in order to include the double left-turn lanes. Year 2035 traffic volume projections recently made available for the intersection from the I-710 Major Corridor Study Environmental Impact Report (EIR), however, show a need for double left-turn lanes in each of the four directions at the intersection. In addition, the traffic study completed recently for the Downtown Specific Plan identifies a need for double left-turn lanes in the southbound direction in order to sustain an acceptable intersection LOS for year 2035 conditions. For reasons of economies of scale and minimal impact on the public, to the extent possible, staff concluded that the inclusion of the double left-turn lanes as part of this project would be beneficial. Therefore, it is recommended that an amendment to the agreement (see attached) with and a change order to the contract with APA Engineering be approved in order to modify the intersection design to include the double left turn lanes. Mayor and Members of the City Council Paramount Boulevard at Firestone Boulevard Intersection Improvement Project December 13, 2011 Page 3 The engineering services will generally include the following tasks: Field data collection, field condition survey and existing utilities research/coordination; Additional design survey and revise base plans; Identify utility relocations and adjustments; Revise legal Descriptions for property acquisitions; Revise traffic signal, striping and signing modification plans; Revise engineering specifications, cost estimate and bid documents; FINANCIAL IMPACT: The $63,143 cost for the additional professional engineering services is budgeted in the FY11/12 Capital Improvement Program. The funding sources include a Metro Discretionary Proposition C grant and Gas Tax funs. THIS FIRST AMENDMENT TO AGREEMENT is made this ____ day of December, 2011, between the City of Downey, a municipal corporation and Charter City, hereinafter referred to as CITY, and APA Engineering, Inc., hereinafter referred to as CONSULTANT. RECITALS CITY is a municipal corporation organized and existing pursuant to the City Charter and the Constitution of the State of California. CITY desires to amend the Professional Services Agreement with CONSULTANT dated February 24, 2009, to continue to engage the services of CONSULTANT to provide professional engineering services, and to render its services on the terms and conditions provided in this Amendment to Agreement. CONSULTANT is professional engineering service, duly licensed to practice in the State of California and desires to render the professional services for the CITY as provided in this Amendment to Agreement. CONSULTANT further warrants that it is experienced and capable of performing the tasks hereunder in a professional and competent manner. THEREFORE , it is mutually agreed by and between the parties hereto that the Agreement dated February 24, 2009, is hereby amended by the changes, additions, omissions, or deductions set forth as follows: 1. RECITALS is amended in its entirety with the following: CITY desires to engage the services of the CONSULTANT to provide professional engineering services as shown in the Scope of Services attached hereto as Exhibit “A” and Exhibit “A-1” and to render its services on the terms and conditions provided in this Agreement in connection with conducting environmental studies, furnishing legal descriptions, and the preparation of plans, specifications, estimate and bidding documents for proposed improvements at the intersection of Paramount Boulevard at Firestone Boulevard. Article II, Services and Work Schedule, add Paragraph 2.1.1 to read as follows: 2.1.1 In addition to the scope of work set forth in Exhibit “A”, CITY further further engages CONSULTANT, and CONSULTANT accepts such engagement, pertaining to the preparation of a revised design of the Paramount Boulevard at Firestone Boulevard Intersection Improvement Project to include double left-turn lanes in each direction (PROJECT), Exhibit “A-1” in accordance with the attached , Scope of Work. CONSULTANT shall perform and complete, in a manner satisfactory to CITY, all work and services as specifically set forth. The Director of Public Works, or the Director’s designee, shall have the right to review and inspect the work during the course of its performance at such times as may be specified by the Director of Public Works. 3. Article II, SERVICES AND WORK SCHEDULE, Paragraph 2.2 is amended in its entirety as follows: 2.2 The CONSULTANT shall perform the scope of work for the intersection Exhibit “B” improvement in accordance with the schedule as outlined in , and shall perform the scope of work for the PROJECT in accordance with the Exhibit “B-1” schedule as outlined in . 4. Article VI, FEE, Paragraph 6.1 is amended in its entirety as follows: 6.1. For services to be rendered under this Agreement, the CONSULTANT shall be Exhibit “C” entitled to a fee set forth in the attached for the intersection Exhibit improvement design and shall be entitled to a fee set forth in the attached “C-1” for the PROJECT. 5. Article VII, MAXIMUM COSTS, Paragraph 7.1 is amended in its entirety as follows: 7.1. CONSULTANT expressly acknowledges and agrees that the total cost to complete Exhibit “A”Exhibit “A-1” all tasks set forth in and shall not exceed the fees set Exhibit “C”Exhibit “C-1” forth in and , respectively. 6. Article VIII, BILLING, Paragraph 8.1 is amended in its entirely as follows: 8.1 CONSULTANT shall submit an itemized billing to the CITY for approval prior to receiving compensation. Billing shall include a summary of total costs and shall be Exhibit “C” made as set forth in the attached for the intersection improvement Exhibit “C-1” design and for the PROJECT. All billings shall include a description of the status of efforts, a brief itemization of costs associated with each project task, and the total task or project costs to date. 7. Abich Garcia, City Attorney Attachments Exhibit “A-1” Exhibit “B-1” Exhibit “C-1” Page 3 PROJECT UNDERSTANDING AND SCOPE OF WORK EXHIBIT A PROJECT UNDERSTANDING AND OVERVIEW The City of Downey is seeking qualified firms to prepare construction plans and bid documents for improving the intersection of Paramount and Firestone Boulevard in the City of Downey. The improvements proposed under this project will involve the construction of a right turn pocket in the eastbound direction on Firestone Blvd. at its intersection with Paramount Blvd. and the reconstruction of all four curb returns at the intersection to provide 50-foot turn radii. The construction of the eastbound right turn pocket will allow for the striping of a third eastbound through lane on Firestone Blvd. to help alleviate a bottleneck on this facility. Right-of-Way acquisition will be required at each of the four corners with the majority of take at the southwest corner to allow for the re-construction of the curb return and right-turn pocket. The project will also include construction of curbs, gutters, ADA accessible ramps, driveways, sidewalks, utility relocations, and incidental traffic signal, striping, pavement marking and signage modifications. The existing intersection pavement will be rehabilitated to improve ride quality and extend its useful life by a minimum of fifteen (15) years. The work will include reconstruction of failed pavement areas, cold milling the existing A.C. pavement, construction of A.C. base courses, resurfacing with rubberized asphalt concrete pavement, and the adjustment of manholes and utility valve covers to grade. All work will conform to Greenbook, Caltrans, and current City of Downey standards. The funding for this project is through Los Angeles County Metropolitan Transportation Authority (METRO) Proposition “C” funds, federal DEMO funds, and City funds. Project Development and implementation will be in accordance with the METRO Proposition “C” MOU and the Caltrans Local Procedure Manual. Summary of Improvements: Widen AC pavement to allow for a new right turn pocket and larger turning radii Construct new curb & gutter and sidewalk Relocate/Adjust utilities, as necessary Construct retaining wall. as necessary Construct new ADA Access Ramp Modify Traffic Signals, striping, signing, and lighting as necessary Modify landscaping & Irrigation as necessary Relocate private facilities and commercial signs as necessary Relocated and/or modify storm drain facilities as necessary Issues to be considered during design development APA Engineering staff visited the project site, conducted a job walk with City staff, and collected a great deal of field information which resulted in identification of the following issues for consideration during design development: 1. Proposed right turn pocket will require right-of-way take including removal of portion of block wall at the Paint and Body Shop, existing building (restaurant), traffic signal, ADA ramps, utilities, and existing storm drain catch basin 2. Right-of-way acquisition will be handled by the City. Based on the assessor’s map obtained from County of Los Angeles, it appears that five (5) parcels will be impacted 3. Video detection system has been installed on signals so traffic loops should be removed. Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 12 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK 4. Utilities will need to be relocated: SCE and telephone vault at right turn lane (SW corner), Communications vault and water meter at NE corner. There are traffic signal controllers located at SE corner and they may need to be relocated for ADA access. 5. Existing Fire Hydrant at SW corner to be relocated to a more suitable location. 6. There are six existing catch basins in the intersection area. The one within the proposed right turn lane on Firestone Blvd. and the two on Paramount south of Firestone will need to be relocated. The other two north of Firestone along Paramount will have the local depressions modified to a Type E so that they are in line with the gutter. 7. Pavement to be rehabilitated approximately 300 feet each side of the intersection on all four legs of the intersection. 8. About 8 to 10 borings samples will be needed to generated 5 to 6 “R” Values for a pavement section at intersection and at the right turn lane. 9. The intersection will be cold milled, raised with AC as required and then topped with 2” ARHM. Based on a field review, no deflection testing will be needed. 10. The business driveways will need to be improved to comply with ADA standards. The driveway lip can be increased to 1.5 inch to lower the slope of the driveway. 11. There are four bus stops at the intersection; the pavement at the bus stops (bus pads) will be revised to full depth AC. The bus stops currently do not have shelters and do not provide adequate ADA access behind the benches. Explore possibilities of installing bus stop shelters approved by MTA 12. The entire frontage of the affected businesses can be improved in order to make the project a better sell to the businesses. 13. The project is being funded with federal and MTA funds. 14. Raise the flow line on SW at proposed right turn lane. Existing cross slope to steep. 15. Remove and restore landscaping and irrigation on southeast, northeast, and northwest corner of the intersection 16. Match curb & gutter at the point where existing curb & gutter ends on SW corner 17. Allow three through lanes on Firestone Blvd. eastbound. Drop a lane, if necessary, after it clears the intersection due to lack of right of way. 18. Utilities relocation and adjustments. Some utilities may require long lead time to be relocated. Therefore, immediate notification of the owners is essential. 19. Drainage Issues-currently flow line on eastbound Firestone near the proposed widening does not function properly and must be regraded to flow easterly towards the nearby catch basin. 20. Crosswalks and ADA access Ramps will have to be reconfigured to match the proposed intersection configuration 21. Signal Relocation/new pole and mast arm will be required. 22. Driveways and Approaches must be brought to current ADA standard 23. Intersection Grid Grades must be developed to ensure good riding surface and good drainage 24. Sidewalk Removal at intersection must be done at even joints for the entire curb return. 25. Pavement overlay limits to be at logical and even station lined up on both sides of the street 26. Curb height to be consistent as much as possible 27. Grading behind the proposed back of walk must be done in a delicate manner to minimize the need for retaining wall and impact on adjacent properties. 28. Relocate Fire Hydrants as requested 29. Remove and restore signs and lighting on private property/Businesses 30. Possible use of colored pavers for cross walk delineation 31. Develop traffic control plan for construction staging which minimizes impact on motorist and on adjacent businesses. APA will make sure that all the issues identified above are incorporated into the design as deemed appropriate by the City. In doing so, we will recommend improving the entire intersection with all its features to ensure a fully functional and safe intersection. The limits of improvements will have to go beyond the intersection approximately 300 to 400 feet on each leg, so that future road rehabilitation projects on Firestone Blvd. and/or Paramount Blvd. do not adversely impact the intersection. The following steps will be required to successfully complete a typical public works design project such as this intersection improvement project: 1. Notice to proceed (1 day) 2. Kickoff meeting with City of Downey and Caltrans (If Caltrans is involved) (1 day) 3. Research, data collection, and field walk (5 days) 4. Perform design survey and prepare base map ( 10 days) 5. Initiate soil investigation and pavement analysis (20 days) 6. Prepare conceptual layout (20 days) 7. Identify right-of-way needs (5 days) 8. Identify utility relocations and adjustments (5 days) 9. Prepare a conceptual cost estimate for the agency including cost reimbursement needed from Caltrans (if any) (5 days) 10. Initiate environmental document preparation (If required) (5 to 30 days) 11. Initiate contact with owners of the properties impacted (2 days) 12. Initiate right-of-way dedication/appraisal/acquisition process (120 days) 13. Develop alternative designs for rehabilitation (15 days) 14. Select the preferred alternative (1 day) 15. Complete environmental documents ( 5 to 30 days) 16. Accept Project (1 day) For a typical public works design project, we will utilize services of an Environmental specialist, Geotechnical and Pavement Design Expert, Landscape, Street Lighting Engineer, and Right-of- Way appraisal and acquisition specialist as subconsultants in our team. Depending on the right-of-way situation, we may use City of Downey and/or Title Companies to obtain title reports as-needed. In addition, we will utilize Blue Print Companies for all major reproductions. Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 15 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK Occasionally, we will need to pothole utilities to determine their exact horizontal and vertical position. We have a potholing contractor on our team for this purpose should we need potholing on this project. The execution time associated with each task may vary depending on complexity of the project. In addition, there are always opportunities for executing several tasks concurrently to compress the total delivery time. SCOPE OF WORK The following line items will be included in various tasks described below as the scope of work for this project. TASK No. 1 ENVIRONMENTAL DOCUMENTATION & PRELIMINARY DESIGN 1.1 Environmental Document Tasks 1.1.1 & 1.1.2 – The City will prepare the environmental documents (PES Form and CEQA/NEPA Form) in the interest of getting this project in the Caltrans review pipeline for possibility of Economic Stimulus funds. The City will, however, have APA Engineering complete any additional environmental studies which may be required following Caltrans review as an extra item. 1.2 Prepare Construction Plans in AutoCAD 2000 APA staff will conduct extensive job walk to collect field data and observe and assess the existing condition of the facilities within the street right-of-way, especially adjacent buildings, block walls, landscaping, irrigation, sign structures, etc. Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 16 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK Prior to commencement of this task, APA will meet with the City of Downey to discuss the findings, recommendations, and project evaluation and assessment report. APA will also discuss the base map and existing utilities for this project with the City staff. Upon addressing any comments and receipt of tentative approval from the City, APA will proceed with preparation of the draft plans for pavement widening. Limits of pavement widening will be shown on the plans. Partial removal and reconstruction will be identified and detailed on the same sheet with proper location address and spot elevations for construction. Typical sections for widening work will also be provided. The widening project will be shown in plan and profile. The profiles will show existing and proposed centerline and curb profile. APA will also prepare a draft title sheet for the project. The title sheet will contain the project title, general notes and a location map of the streets. Plans will include the following: 1. Title sheet with notes and legend 2. Typical sections and details 3. Street plans and profiles 4. Concrete repair locations 5. Traffic signalization plan, Striping plan, and Signage plan 6. Traffic Control Plan Prepare Specifications APA Engineering’s team will prepare construction specifications consistent with the City of Downey format. The special provisions will be prepared using the City of Downey standards, Microsoft Word, Arial 12 font using APWA and/or Construction Specifications Institute (CSI) 3-Part Section Format. Prepare Engineer’s Estimate APA will prepare an itemized quantity estimate and cost estimate based on general engineering standards for each street. APA will use typical industry standards units and will provide an engineer’s cost estimate for construction bid purposes. The engineer’s cost estimate will be prepared in a Unit Price format approved by the City, using Microsoft Excel. TASK NO. 2 UTILITY SEARCH, RESEARCH & SURVEYING, MANAGEMENT APA Engineering will supervise, coordinate, monitor, and review design for conformance with local agency standards, policies, and procedures. APA Engineering will coordinate with the City and other local agencies to facilitate project delivery. Management support will be provided to assist in resolution design scope and scheduling. Deliverables - Project Management/Project Coordination - Detailed project schedule - Current status of project and project - Other project documentation, as appropriate - Brief status report attached to monthly invoices Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 17 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK 2.1 Meetings and Coordination APA Engineering will coordinate and facilitate meetings with City staff, utility companies, and other participating agencies on and as-needed basis in order to review the plans, discuss project issues, and maintain the overall progress. APA Engineering will perform field reviews of the site and will catalog photographs of existing conditions. The purpose of this task is to evaluate existing conditions in order to identify the limits of removal for sidewalks, curb, curb and gutters, cross gutters, driveway aprons, pavement, and any other removal that is necessary. Access ramps will be analyzed in order to ensure their compliance with ADA requirements. The field reviews will be conducted prior to the preliminary design and 90% completion level to ensure that all field conditions have been addressed. 2.2 Research and Data Collection APA will research all available City records and documents including existing improvement plans, topographic data maps, As-Built drawings, utility plans, reports, centerline ties, studies and other pertinent information necessary for the project. 2.3 Field Review Upon preparation of the base map, APA staff will schedule up to two field walks to review and evaluate existing conditions of the pavement, curb and gutter, sidewalk, driveway approaches, etc. The field walk will also include a review of any damaged, raised, or sunken curb and gutter, sidewalk, and other concrete improvements within the public right of way that are in need of repairs. The following criteria shall be used in the determination of these repair locations: 1) Curb and Gutter: Vertical or horizontal displacement of 1” or greater Areas which create 1” or more of ponding water 2) Sidewalk and driveway approaches within pedestrian area: Vertical displacement of ¾” or greater. Issues such as coordination with any on-going adjacent projects, adjacent property owners affected by the project and traffic control will be also addressed during these field walks. Deliverables - Meeting Attendance Rosters and Minutes 2.4 Utility Investigation and Coordination APA Engineering will prepare an initial request for utility information such as atlas sheets, mapping, or as-built plans. The collected utility information will be superimposed on the project base map. APA Engineering will submit 90% and Final plans to utility companies for their review, and will request utility information, verifications, and relocations plans form the utility company, if applicable. Plans will only be distributed to those utility companies with facilities within the project area, as identified from the initial request for information. This work will be performed based on the guidelines specified in the APA’s “Utility Coordination Procedures”. APA Engineering will contact water, sewer, storm water, electric, telephone, gas, cable and all other utilities providing service within the project area. We will notify each utility company (by certified mail) of the City’s proposed plans, proposed schedule and obtain as-built Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 18 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK drawings of the existing utilities using the form provided by the City. We will provide 50% level of completion plans and final plans to the various utilities and identify any necessary utility relocation for the construction of the proposed improvements. We may request potholing to locate vertically the existing underground utilities. Potholing will be paid for on an as-needed basis by the City or effected utility owner. The City will be responsible for the development of all utility relocation agreements and/or utility easement acquisition documents, for negotiations with the utility companies regarding cost responsibility, and for processing the utility relocation agreements for signature approval by the utility company and the City. The APA Engineering will be responsible for coordinating technical design issues with the utility company, for reviewing utility relocation agreements to provide input and comments from a technical design standpoint, for preparing legal descriptions and exhibits for new revised utility easements, if required (by separate task), and for assisting in schedule management between the City and utility company as it relates to the overall design schedule. APA Engineering will review utility relocation plans, if applicable, received from the utility companies for conformance to project needs. Dry utility companies will perform design work with their own forces in preparing final utility relocation plans, if required. Utility companies will be responsible for preparation of legal descriptions and exhibits, and permit procurements for and interim utility relocations requiring temporary easements. Deliverables - Distribution of one 11” x 17” plan set at the 90% and final completion levels to all utility companies involved. APA will submit full size plans to those utility companies whose lines are impacted and need detailed work to either upgrade or relocate their line. 2.5 Prepare Preliminary Environmental Study forms for Caltrans review and approval The City will prepare the environmental documents (PES Form and CEQA/NEPA Form) in the interest of getting this project in the Caltrans review pipeline for possibility of Economic Stimulus funds. The City will, however, have APA Engineering complete any additional environmental studies which may be required following Caltrans review as an extra item. 2.6 Geotechnical Investigation and Pavement Design Recommendation APA Engineering will perform a geotechnical investigation to determine the existing pavement structure thickness within the project area and current “R” value. The investigation will be limited to obtaining pavement cores and providing pavement thickness design to be used for widening of Firestone Blvd. eastbound and all four corners of the intersection and to confirm adequacy of the existing pavement section for the intersection. APA Engineering proposes to take 8 to 10 boring samples to generate 4 to 6 “R” values for pavement analysis and design of three (3) alternative pavement structure sections. The design T.I. will be provided by the City. APA Team will prepare a report summarizing the visual site descriptions, verification of the existing pavement sections and a recommended pavement section, if full replacement is needed. This will be based on traffic indices provided by the City of Downey. Design period will be for a period of fifteen (15) years. Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 19 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK 2.7 Surveying APA will provide the City with a precise and detailed schematic base map at 1:20 scale with 1 foot contours. The base map will identify all existing street improvements, edge condition, driveways, property lines, sidewalks, existing right-of-way, drainage structures, fire hydrants, utility facilities, trees, signs, street lights, striping, traffic signal poles, private and commercial features, walls, etc., and other appurtenant improvements in the project area. As the project may require detail design to match and join existing features, full topographic field survey and cross sections will be required. Topographic survey will extend 400 ft. beyond all BCR/ECR’s on adjacent cross streets. Surveying will include legal descriptions for right-of-way acquisition, establishment of centerline stationing, location of topographic features within the traveled roadway, street cross sections, centerline profile and drainage profiles, typical cross sections at transitions and all locations where geometric characteristics of the street vary. The basis of horizontal control will be North American Datum of 1983 (NAD 83) as published by the county unless otherwise requested. The basis of vertical control will be National Geodetic Vertical Datum of 1929 (NGVD 29), based on established City of Downey benchmarks 2.8 Community Outreach-Optional and AS-Needed APA upon the city’s request will conduct or attend community meetings to present proposed project improvements for review, feedback and concurrence by affected neighborhoods and businesses. We recommend that at least one meeting be conducted after preliminary plans have been completed. Upon completion of the preliminary plans, additional meetings relating to the project should be held for the opportunity to present the plans to the respective communities. Plans will be submitted as 50%, 90%, and Final plans. Prepare 50% Complete Plans APA staff will conduct extensive job walk to collect field data and observe and assess the existing condition of the facilities within the street right-of-way, especially adjacent buildings, block walls, landscaping, irrigation, sign structure, etc. Prior to commencement of this task, APA will meet with the City of Downey to discuss the findings, recommendations, and project evaluation and assessment report. APA will also discuss the base map and existing utilities for this project with the City staff. Upon addressing any comments and receipt of tentative approval from the City, APA will proceed with preparation of the draft plans for pavement widening. Limits of pavement widening will be shown on the plans. Partial removal and reconstruction will be identified and detailed on the same sheet with proper location address and spot elevations for construction. Typical sections for widening work will also be provided. The widening project will be shown in plan and profile. The profiles will show existing and proposed centerline and curb profile. APA will also prepare a draft title sheet for the project. The title sheet will contain the project title, general notes and a location map of the streets. All improvement plans will be prepared in compliance with the City of Downey standards. The plan and profile drawings on 24”x36” sheets 1”=20’ will show the street in plan, and profile at 1”=4’ scale. Prepare Conceptual Cost Estimates APA will prepare an itemized quantity estimate and cost estimate based on general engineering standards for each street. APA will use typical industry standards units and will provide an engineer’s cost estimate for construction bid purposes. The engineer’s cost estimate will be prepared in a Unit Price format approved by the City, using Microsoft Excel. Paramount Boulevard at Firestone Boulevard Intersection Improvement Project 21 City of Downey PROJECT UNDERSTANDING AND SCOPE OF WORK Deliverable: 50% Complete Level 2 sets of full size blue line construction prints 2 sets of the engineer’s estimate on 8 ½” x 11” spreadsheets. Prepare 90% and 100% Construction Plans Preliminary plans, Technical Specifications, and Engineer’s Estimate (PS & E) APA Engineering will prepare the improvement plans for approval by the City. All improvement plans will be prepared in compliance with the City /County of Orange standards. The plan and profile drawings on the 24”x36” sheets will show the street in plan, and profile if necessary, at an appropriate scale. The profile will show existing centerline as well as proposed centerline and proposed street edge of pavements profile. The plan view will show topographic features and elevations necessary for the construction of the proposed improvements and any areas needing repair. The centerline profile will verify drainage cross fall. These preliminary and final improvement plans will consist of the following: Title Sheet - Indicating name of project, a vicinity map showing the specific location involved in the improvement plans, general notes, utility agencies’ contacts and phone numbers, a sheet index and a list of the construction notes. Typical Section – Will show several typical sections within the limits of widening indicating all horizontal dimensions and the proposed and existing pavement structure section. Plan and Profile Sheets - Will show grinding limits, overlay or removal and replacement of paving, curb and gutter, utility adjustments, record utilities, design survey information, driveways, and construction notes. These improvement plans will show all repairs, reconstruction, and alterations to the existing improvements including but not limited to curb and gutter, sidewalks, cross-gutters, catch basins, parkway planting and irrigation system, ADA access ramp, and driveways. Traffic Signal & Striping Plans – Will show all the necessary details for relocation of the entire traffic signal components to ensure a fully functional system at the intersection. This will include all the necessary striping, pavement markings, and signage. Landscaping and Irrigation – Will show all the necessary landscaping and Irrigation restoration that may be needed to satisfy the project needs and property owners as approved by the City Engineer. Private Signs, Lighting, and Planters Relocation Plan - Will show all the necessary details that may be needed to relocate signs, lighting fixtures, and planters in private property. Traffic Control Plans – Will show all the necessary plans and stages of construction with proper traffic control devices in accordance with MUTCD as accepted by Caltrans, and City of Downey. Detail Sheets - Will show typical sections, details at the intersections, specific drainage feature, retaining Walls, grading, and other improvements which require additional details. Prepare 90% and 100% Complete Specifications APA Engineering’s team will prepare construction specifications consistent with the City of Downey format. The special provisions will be prepared using the City of Downey standards, Microsoft Word, Arial 12 font using APWA and/or Construction Specifications Institute (CSI) 3-Part Section Format. The cost estimates will be compared to the established project construction budget. These comments will be addressed and incorporated into the PS&E as appropriate. The revised 100% PS&E will be submitted to the City for final review. Submittal of Final Reproducible and Biddable PS&E (100% Completion Level) Upon final approval of the PS&E by the City, APA will submit all final project documents in accordance with the requirements specified in the RFP. Final plans, specifications, field notes, calculations and correspondence will be turned over to the City upon completion of the design. An electronic copy of final construction documents will be supplied to the City on CD ROM. The document files will be prepared using Microsoft Word (office 97) software. Final CADD drawings will be plotted on 4 mil thick Mylar, with the final CADD files on diskette in AutoCAD 2000 version. Deliverables: A.
