SUBJECT:CASH CONTRACT NO. 664C – FIRE STATION NO. 1-METAL GATES
INSTALLATION PROJECT – APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS
RECOMMENDATION
That the City Council approve plans and specifications and authorize solicitation for bids
for Cash Contract No. 664C – Fire Station No. 1-Metal Gates Installation Project.
BACKGROUND
Previously, a five-foot tall perimeter unreinforced block wall, chain link fence and
vehicular gates existed at the southeast corner of Fire Station No. 1, adjacent to the
Emergency Operations Center (EOC) building. The substandard wall and fencing did
not provide adequate security and were susceptible to failure in the event of an
earthquake. The City Council approved solicitation of bids for replacement of the
substandard wall and fencing.
Bids were received for the construction of a new reinforced split-face block wall with two
new motorized sliding metal gates, and miscellaneous paving and irrigation work.
However, all received bids substantially exceeded the project budget. The City Council
rejected all bids and granted authority to re-advertise for bids. The project was re-
advertised, and once again all received bids exceeded the budgeted funding. The City
Council, again rejected all bids for the project.
As a result, in order to meet the primary goal of the project which was to enhance
security at Fire Station No. 1, staff has revised the scope of work. Moreover, the project
was divided into two phases. The first phase, entailed construction of a new reinforced
block wall (without the metal gates) and was completed in May of 2010. The second
phase includes the construction of new sliding metal gates with motorized operators.
DISCUSSION
In coordination with the Fire Department staff, the Engineering Division has completed
preparation of the plans, specifications and construction cost estimate for the metal
gates installation project and the project is now ready for the solicitation of construction
bids.

This project consists of installation of two (2) new 25-foot wide vehicular sliding metal
gates with motorized operators and opening controls, one (1) new 4-foot wide swinging
pedestrian metal gate and all necessary related work.
FINANCIAL IMPACT
Based on the construction cost estimate, the total cost for the Fire Station No. 1 Metal
Gates Installation Project will be $80,000. This estimate includes a fifteen percent
(15%) construction cost contingency, construction engineering, inspection, materials
testing and contract administration costs. Sufficient funds have been programmed for
this project in the FY 2011-12 Capital Improvement Program under Account No. 40-
13072. A detailed funding summary for the project will be presented at the time of the
contract award.
