SUBJECT:CASH CONTRACT NO. S.S. 590 – PARAMOUNT BOULEVARD
FIBEROPTIC COMMUNICATION SYSTEM, PHASE 1 PROJECT –
AUTHORIZE CONTRACT CHANGE ORDER
RECOMMENDATION
That the City Council:
1. Authorize the issuance of a Contract Change Order for revised traffic signal
upgrade and new curb ramps at Paramount Boulevard and Telegraph Road;
and
2. Appropriate an additional amount of $79,260.00 from the Prop C funds for the
Paramount Boulevard Fiber Optic Communication System Project.
BACKGROUND
The City has been building and maintaining a fiber optic traffic signal communications
system for the purposes of facilitating the efficient and orderly movement of traffic along
major arterial streets within the City. Fiber optic traffic signal communications systems
are currently in-place along Firestone Boulevard, Lakewood Boulevard, Imperial
Highway, Telegraph Road and Bellflower Boulevard. The fiber optic traffic signal
communications system enables remote surveillance capabilities of traffic operations
along the City’s arterial streets.
At its meeting of December 14, 2010, the City Council awarded Cash Contract No. S.S.
590, Paramount Boulevard Fiber Optic Communication System, Phase 1 Project, in the
amount of $578,550.66, to C.T. & F., Inc. The project is approximately one mile in
length and includes construction of a fiber optic traffic signal communications system
along Paramount Boulevard between Telegraph Road and Lubec Street. The
communication system will interconnect the five (5) signalized intersections along
Paramount Boulevard at Telegraph Road, Vista Del Rosa Street, Gallatin Road, Suva
Street and Lubec Street and provide two-way video and data transmission between the
field and the City’s Traffic Management Center (TMC). In addition, the City’s Water
Well No. 4 along Paramount Boulevard will be tied into the communication system in
order to provide two-way communication between the well site and City Hall and
eventually, the Utilities Yard.

DISCUSSION
The signalized intersection at Paramount Boulevard and Telegraph Road is shared
equally between the Cities of Downey and Pico Rivera. On June 12, 2007, the City
Council approved an agreement with the City of Pico Rivera for the modification of the
traffic signal located at this intersection. Due to funding limitations and a shift in
department priorities, the project was not initiated before the agreement expiration date
of June 30, 2008.
On May 10, 2011, the City Council approved an amendment to the agreement with the
City of Pico Rivera in order to perpetuate the original agreement for the upgrade of the
traffic signal. The amendment to the agreement stipulated that, based on the division of
ownership of the intersection between the two Cities, each agency will share 50% of the
total estimated cost of the traffic signal upgrade. In addition, the City of Downey
became the lead agency responsible for preparation of plans, specifications and cost
estimate, advertisement, bidding and award, and contract administration for the
contemplated improvements. The City of Pico Rivera will reimburse the City of Downey
50% of all incurred costs upon completion of the project.
The City of Pico Rivera has requested additional traffic signal upgrades and
construction of new curb ramps at the intersection of Paramount Boulevard and
Telegraph Road. Therefore, the City of Downey revised the traffic signal plan at this
intersection to comply with the City of Pico Rivera’s request.
Costs of the additional traffic signal upgrades and new curb ramps at the intersection of
Paramount Boulevard and Telegraph Road is $79,260.00. Of this amount, $49,984.88
pertains to the upgrade of the traffic signal. Each agency will share 50% of the traffic
signal upgrade costs. The remaining $29,275.12 pertains to construction of the new
curb ramps at the intersection. Two curb ramps were constructed on the south side of
the intersection within the City of Downey while five curb ramps were constructed on the
north side of the intersection within the City of Pico Rivera. The City of Downey’s share
of the cost for the new curb ramps in the City of Downey will be $8,363.35 while the City
of Pico Rivera’s share for curb ramps constructed within their jurisdiction will be
$20,911.77.
Therefore, staff recommends authorization of the issuance of a Contract Change Order
for $79,260.00 for the revised traffic signal upgrade and new curb ramps at the
intersection of Paramount Boulevard and Telegraph Road.

FINANCIAL IMPACT
The net additional project cost for the Contract Change Order is $79,260.00. Sufficient
funding is available for this Contract Change Order under the FY 2011-12 Capital
Improvement Program, consisting of Proposition “C” funds under Account No. 54-16590
as detailed in the cost summary below.
