AGENDA MEMO DATE: November 22, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECTORDINANCE AMENDINGSPEED LIMITS ON GALLATIN ROAD : RECOMMENDATION That the City Council adopt: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 3186 OF THE DOWNEY MUNICIPAL CODE RELATING TO SPEED LIMITS ON GALLATIN ROAD BETWEEN TWEEDY LANE AND PARAMOUNT BOULEVARD. BACKGROUND At its November 8, 2011 meeting, the City Council introduced an ordinance to amend section 3186 of the Downey Municipal Code (DMC) in reference to the proposed speed limit on Gallatin Road between Paramount Boulevard and Tweedy Lane as recommended by the City Public Works Committee. Said amendment was proposed to proclaim the speed limit at this location set by the Engineering and Traffic survey result in accordance with the California Vehicle Code (CVC). The CVC requires Engineering and Traffic surveys to be conducted periodically for roadway segments in order to post speed limits and allow enforcement by RADAR. Roadway segments that require surveys are non-local streets as defined in the federal- aid system maps administered by the Federal Highway Administration (FHWA). Non- local streets are typically more than forty (40) feet wide and have more than one lane in each direction. The surveys assist in updating speed limits to reflect changing roadway and/or traffic conditions, as well as to make appropriate adjustments to complement speed enforcement. Gallatin Road is designated as a collector street for the two-lane section from Tweedy Lane to Paramount Boulevard (see attached location map). Collector streets require the preparation of an Engineering and Traffic survey in order to establish RADAR-enforceable speed limits. DISCUSSION The Engineering and Traffic surveys have been completed, and the results were subsequently presented to the Public Works Committee on August 18, 2011. Following a discussion about the segment of Gallatin Road between Tweedy Lane and Paramount CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Ordinance Amending Speed Limits On Gallatin Road November 22, 2011 Page 2 Boulevard, it was decided to repeat the Engineering and Traffic survey during the third week of September in order to take school-related traffic into consideration. The result of the subsequent survey for this roadway segment was reviewed by the Public Works Committee on October 20, 2011. The proposed speed limit increase from 25 to 30 mph hour was unanimously approved by the Public Works Committee. FISCAL IMPACT The proposed ordinance will require two new sign installations at an estimated cost of $300.00. Sufficient funds are available in the Public Works Department Account 10- 3145 (Traffic and Street Maintenance Program). WHEREAS , the California Vehicle Code (CVC) requires Engineering and Traffic surveys to be conducted periodically for streets such as Gallatin Road in order to post speed limits and allow enforcement by RADAR; and WHEREAS , the City of Downey has recently completed Engineering and Traffic surveys for the portion of Gallatin Road between Tweedy Lane and Paramount Boulevard; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES ORDAIN AS FOLLOWS : SECTION 1. The City Council does hereby approve the Engineering and Traffic surveys for Gallatin Road between Tweedy Lane and Paramount Boulevard, which was completed on September21, 2011, and is incorporated herein by this reference. SECTION 2. Subsection i) of Section 3186 of the Downey Municipal Code is hereby amended to read as follows: i)“Gallatin Road. The prima facie speed limit shall be thirty-five(35) miles per hour between Paramount Boulevard and Lakewood Boulevard, thirty (30) miles per hour between Tweedy Lane and Paramount Boulevard and twenty-five (25) miles per hour between Lakewood Boulevard and Downey-Sanford Bridge Road.” SECTION 3. The City Clerk shall certify to the adoption of this Ordinance and shall cause the same to be published or posted as required by law.
