SUBJECT:CITY OF DOWNEY URBAN WATER MANAGEMENT PLAN
RECOMMENDATION
That the City Council set a public hearing to be held on January 10, 2012 to consider
adopting the City’s Urban Water Management Plan.
BACKGROUND
The Urban Water Management Planning Act (Act) of the California Water Code,
requires all urban water suppliers providing water for municipal purposes to more than
3,000 customers, or supplying more than 3,000 acre-ft of water annually, to file an
Urban Water Management Plan (UWMP or Plan) with the California Department of
Water Resources (DWR) every five years.The UWMP must be in full compliance with
the Act (California Water Code, Division 6, Part 2.6, commencing with Section 10610 of
Chapter 1), the Water Conservation Bill of 2009, and DWR requirements while serving
as a basis for the City to continue meeting the demands of its current and future
customers. The Act requires that a public hearing be conducted to gather public input
as related to the UWMP prior to its adoption.
DISCUSSION
To assist staff in development of the UWMP, the City retained the services of Stetson
Engineers Inc. The developed Plan presents population and housing trends, a
description and evaluation of current and projected (twenty years) potable and recycled
water supplies and demands, water conservation activities, water supply reliability, and
planning for potential water shortages.
The City’s UWMP includes all of the required information that pertains to the City’s
water supplies and system, and serves as an update to the UWMP submitted to DWR in
2006. In compliance with the requirements of the Act, the date, time, and location of the
City Council meeting/public hearing will be published in the local newspaper, and
posted at City Hall, City Library, and the Barbara J. Riley Community and Senior
Center. Draft copies of the UWMP will be made available for public review at the City of
Downey Department of Public Works, City Clerk’s office, and the City Library.

All remarks and suggestions brought to the attention of the City by the public will be
evaluated by staff prior to final adoption of the UWMP.The UWMP will be submitted to
DWR no later than 30 days after Council adoption. Final copies of the UWMP will be
made available for review at the City of Downey Department of Public Works and City
Library within 30 days of submittal to DWR.
FINANCIAL IMPACT
There would not be a financial impact as a result of the adoption of the City of Downey
Urban Water Management Plan.
