SUBJECT:CASH CONTRACT NO. S.S. 614 – TRUCK- IMPACTED INTERSECTIONS
IMPROVEMENT PROJECT – PHASE 2 - APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS
RECOMMENDATION
That the City Council approve the plans and specifications and authorize solicitation for
bids for Cash Contract No. S.S. 614 – Truck-Impacted Intersections Improvement
Project – Phase 2.
BACKGROUND
The Truck Impacted Intersections Improvement Project is an effort initiated by the
Gateway Cities Council of Governments (GCCOG) in 2000 with the intention of
implementing improvements at intersections heavily traveled by trucks within various
jurisdictions located throughout the sub region. The improvements are intended to
enhance the movement of goods throughout the sub region by facilitating the movement
of trucks through these intersections and include measures such as the reconstruction
of curb returns to provide larger turning radii, the construction of additional turn lanes,
the reconstruction or rehabilitation of intersections to provide a more durable surface to
withstand the heavy traffic loads created by truck traffic and incidental traffic signal
modifications. The first phase of the Truck Impacted Intersections Improvement Project
included improvements to the Florence Avenue at Paramount Boulevard intersection,
which were completed in 2008.
The second phase of the Truck Impacted Intersections Improvement Project includes
pavement rehabilitation of the Florence Avenue at I-5/I-605 on/off ramps/Little Lake
Road and Studebaker Road intersections. In addition, this project will include the
rehabilitation of the existing pavement on Florence Avenue between the I-5/I-605 on/off
ramps/Little Lake Road and the east city limit (I-5 overpass), as well as Little Lake Road
between Florence Avenue and the I-5/I-605 southbound on-ramp, Studebaker Road
between Florence Avenue and the I-605 northbound on/off ramp intersection and
Fairford Avenue between Florence Avenue and Dollison Drive.
The GCCOG received Proposition C grant proceeds from the Los Angeles County
Metropolitan Transportation Authority for the implementation of the Phase 2 projects and
has distributed the grant funds among the local jurisdictions within the sub region in which
Phase 2 projects are to be completed according to the estimated cost of the various
projects. The City will receive $390,000 of the grant funds for the implementation of its
project.

This project consists of the rehabilitation of existing asphalt pavement, replacement of
existing curb ramps and concrete spandrels and incidental pavement striping
replacement within the project limits. The project covers approximately 0.6 mile of
roadway. The attached project location map shows the location of the aforementioned
project limits.
DISCUSSION
The condition of the existing pavement at these locations has become severely
impacted over time, particularly due to heavy truck travel and the turning movements at
the intersections. It is necessary to complete the rehabilitation of the existing pavement
along these street segments and at the subject intersections in order to sustain the safe
and efficient movement of people, goods and services.
The Engineering Division staff has completed the preparation of the plans,
specifications and construction cost estimate and the project is now ready for solicitation
of construction bids. Per its agreement with the GCCOG, the City will be responsible for
the construction, construction engineering and contract administration of this project.
FINANCIAL IMPACT
The total cost for the Truck-Impacted Intersections Improvement Project – Phase 2 is
estimated at $2,125,000. This includes the cost of design, construction, construction
inspection and management, and contingencies. Currently, $2,054,467 is programmed
for this project in the FY 2011-12 Capital Improvement Program, consisting of the
$390,000 grant from the GCCOG, $874,000 in proposition C Local Return, $600,467 in
a Measure R grant to be received through the I-5 JPA and $190,000 in Gas Tax funds
under Account No. 26-16608. A detailed cost estimate will be presented at the time of
the award of the construction contract along with an appropriation of additional funds, if
necessary.
