RESOLUTION NO. 11-2736 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY APPROVING A PLANNED SIGN PROGRAM (PLN-11-00185), THEREBY APPROVING THE SIZE, COLOR, AND LOCATION
OF ALL SIGNS ON A MULTI-TENANT RETAIL CENTER LOCATED AT 7355-7371 FLORENCE AVENUE & 10011-10033 TECUM ROAD, ZONED C-2 & P-B (GENERAL COMMERCIAL AND PARKING BUFFER). THE PLANNING COMMISSION
OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The Planning Commission of the City of Downey does hereby find, determine and declare that: A. July 20, 2011, the applicant
submitted an application for a Planned Sign Program, to allow the addition of a new monument sign at the corner of the parcel. After a review by staff, the application was deemed incomplete
on August 3, 2011, due to missing information on the project plans. On August 24, 2011, the applicant submitted the requested information; and, B. On September 6, 2011, the Planning
Commission opened a duly noticed public hearing; and, C. On September 22, 2011, notice of the pending application was published in the Downey Patriot. Additionally, the noticed was mailed
to all property owners within 500’ of the subject site on September 23, 2011; and. E. The Planning Commission held a duly noticed public hearing on October 5, 2011, and after fully considering
all oral and written testimony and facts and opinions offered at the aforesaid public hearing adopted this resolution, subject to conditions of approval (Exhibit A). SECTION 2. The Planning
Commission further finds, determines and declares the environmental impact of the proposed development has been reviewed and has been found to be in compliance with the California Environmental
Quality Act (CEQA) and is categorically exempt from CEQA, pursuant to Guideline Section No. 15301 (Class 1, Existing Facilities). SECTION 3. Having considered all of the oral and written
evidence presented to it at said public hearings, the Planning Commission further finds, determines and declares that: 1. The proposed sign is permitted within the zone zone and complies
with all applicable provisions of this chapter, the General Plan, and any other applicable standards. The subject site is within the C-2 (General Commercial) zone and is improved with
a multi-tenant commercial shopping center. The Zoning Code allows the use of wall signs The proposed Planned Sign Program limits the size and types of signs in a manner that it is consistent
with the code. Furthermore, the applicant is not requesting any deviations to the provisions of the Code. 2. The sign is in proper proportion to the structure or site on which it is
located. The site is currently improved with a single-story multi-tenant commercial building, which currently has wall signs. The proposed planned sign program will allow a single wall
sign per tenant

not exceed 1.5 square feet per lineal frontage of the building. The 1.5 square foot standard provides a properly proportioned sign on the building. Furthermore, the 64 square foot monument
sign maintains the proper proportions for the overall site and the buildings contained thereon. 3. The sign materials, color, texture, size, shape, height, and placement are compatible
with the design of the structure(s), property, and neighborhood of which it is a part. The sign returns of the wall signs will be painted to match the building, while the text/logos
will provide enough contrast to standout. The proposed monument sign will have a base to match the stone on the building, a cap to match the parapet roof of the building, and be painted
to match the building. The applicant has taken the necessary measures to make sure that the proposed signs have the proper design to be compatible with the other buildings on the site
4. The sign’s illumination is at the lowest reasonable level as determined by the City Planner, which ensures adequate identification and readability, and is directed solely at the sign
or is internal to it. All of the signs are internally illuminated to reduce the brightness of the sign. In addition to this standard, the individual faces on the monument sign will be
routed aluminum, which will reduce the amount of light and glare being projected from this sign. 5. The sign is not detrimental to the public interest, health, safety, or welfare. All
signs are set at a sufficient height and/or location such that they will not create a detrimental impact to the public interest, health, safety, and/or welfare. 6. The sign is in compliance
with Section 9624, Lighting and Design Standards. All signs on site are internally illuminated, which is in compliance with Municipal Code Section 9624. SECTION 4. Based upon the findings
set set forth in Sections 1 through 3 of this Resolution, the Planning Commission of the City of Downey hereby approves Planned Sign Program (PLN-11-00185), subject to conditions of
approval attached hereto as Exhibit A, which are necessary to preserve the health, safety and general welfare of the community and enable the Planning Commission to make the findings
set forth in the previous sections. The conditions are fair and reasonable for the accomplishment of these purposes

1. The approval of Planned Sign Program (PLN-11-00185), approves the location, color, and size of all signs for a multi-tenant commercial center at 7355-7371 Florence Ave & 10011-10033
Tecum Road. 2. Approval of this Planned Sign Program shall not be construed to mean any waiver of applicable and appropriate zoning regulations, or any Federal, State, County, and City
laws and regulations. Unless otherwise expressly specified, all other requirements of the City of Downey Municipal Code shall apply. 3. The City Planner is authorized to make minor modifications
to the approved preliminary plans or any of the conditions if such modifications shall achieve substantially the same results as would strict compliance with said plans and conditions.
4. All conditions of approval for Planned Sign Program (PLN-11-00185) shall be complied with before the Planned Sign Program becomes valid. 5. Wall signs shall only be permitted on the
south façade (facing Florence Ave) of the southern building and shall not exceed 1.5 square feet per lineal foot of tenant space frontage. The exception to this is the tenant space that
occupies the southeast corner of this building (currently occupied by 7-Eleven), which can have a secondary wall sign on the east façade of the building (facing Tecum Road). The secondary
wall sign shall not exceed ½ the primary wall sign. 6. The monument sign shall not exceed eight feet tall by eight feet wide and shall have no more than seven tenant signs located on
it. The base of the monument sign shall be a stone veneer that matches the stone on the building. The cap shall mimic the parapet roof of the building. The individual tenant signs shall
be aluminum that is painted to match the building. Text shall be routed out and have a acrylic backing. 7. The monument sign shall be located within a landscape planter on the southeast
corner of the parcel. In no case shall the sign encroach into the required intersection visibility triangle. 8. Prior to the issuance of any building permit for a sign, said sign shall
comply with this Planned Sign Program, with exception of temporary signs and non-permit signs, which shall comply with the requirements of the Downey Municipal Code. 9. All individual
tenant signs shall be brought into compliance with the Planned Sign Program at such time that the tenant’s lease is renewed or when any changes are proposed to the sign, whichever occurs
