S.S. 620 – ANNUAL MISCELLANEOUS CONCRETE CONSTRUCTION AND REPAIR PROJECT - AWARD CONSTRUCTION CONTRACT RECOMMENDATION That the City Council award Cash Contract No. S.S. 620 in the amount of $215,030.00 to CJ Concrete Construction, Inc. for the Annual Miscellaneous Concrete Construction and Repair Project. BACKGROUND The City has received over 900 requests to repair concrete improvements at 780 locations citywide. In order to implement a methodical and efficient concrete repair program, the City has been divided into four areas (areas “A” through “D”) and each year, concrete repairs within a specified area will be completed (see attachment). In order to address the back-logged service requests efficiently and effectively so the necessary concrete construction and repairs will be completed in advance and in coordination with the City’s annual slurry seal project, staff recommends work in two areas (areas “C” and “D”), instead of completing work in just one area, in the current fiscal year (FY2011-12). Once the back-log list has been addressed, the Annual Miscellaneous Concrete Construction and Repair Project will focus on only one specific area in any given year. Staff has reviewed and evaluated 478 repair requests in Areas “C” and “D” and selected locations that need immediate attention.In addition to the reported repair request locations, staff has selected other locations in Areas “C” and “D” to be repaired that have not been previously reported, but have been inspected by staff. DISCUSSION During its meeting of August 23, 2011, the City Council approved the plans and specifications and granted authority to advertise for bids on the Annual Miscellaneous Concrete Construction and Repair Project.On September 15, 2011, twelve bids were received as shown on the attached bid summary. The apparent lowest responsive CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 620 – Annual Miscellaneous Concrete Construction and Repair Project September 27, 2011 Page 2 bidder was CJ Concrete Construction, Inc. with a bid of $215,030.00. CJ Concrete Construction, Inc. has satisfactorily completed similar projects for the City of Downey as well as other cities such as Santa Monica, Orange, El Segundo, Norwalk, Lakewood, Garden Grove, and Ontario. As part of this project, it is estimated that construction and repairs will be completed at 133 locations in Areas “C” and “D”. This work will consist of constructing and repairing approximately 15,275 square feet of sidewalk, 2,782 square feet of driveway approaches, 854 square feet of curb ramps, 3,028 linear feet of curb and gutter, 854 square feet of cross gutters and 4,208 square feet of asphalt concrete pavement. Construction on the project is tentatively scheduled to begin in late October 2011 and be complete by February 2012. FINANCIAL IMPACT The total estimated cost of the project is $278,504. The City’s FY 2011-12 Capital Improvement Program included $100,000 in “Gas Tax” revenues to fund this project. The required $178,504 to fully fund this project will be funded through Proposition 1B proceeds.
