MINUTES OF THE
CITY COUNCIL OF THE CITY OF DOWNEY
REGULAR MEETING
September 13, 2011
The City Council of the City of Downey held a Regular Meeting at 7:39 p.m., September 13,
2011, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Luis H. Marquez presiding.

COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; AND
CONFERENCE/MEETING REPORTS:
Council Member Vasquez recognized Lee Ann Sears who was in the audience; and reported
on his attendance at the Annual Kiwanis Carnival at Rancho Los Amigos. He advised the Downey
Youth Service Awards, organized by The Downey Patriot and Downey Kiwanis Club, will be coming
up in the next couple of weeks. Council Member Vasquez stated he was proud to be in attendance
at the 9/11 c.eremony on Sunday and he thanked staff and the Police and Fire Chiefs for attending
the event and congratulated all the men and women in uniform for giving of the ultimate sacrifice.
Council Member Gafin stated last Thursday he attended the Annual Blue Mass held at Our
Lady of Perpetual Help Church; and also reported that he attended the 9/11 tribute ceremony at
Furman Park on Sunday. He stated it was a very moving afternoon with the different presentations
and comments. Council Member Gafin reported that the Downey Chamber of Commerce Annual
Golf Tournament is September 21, 2011, and anyone who is interested in participating may contact
the Chamber of Commerce.
Council Member Guerra stated all the events on Sunday were great and it was a great day to
participate as a community. He thanked Pastor Holt, First Baptist Church, for hosting a service in
the morning honoring Downey’s Public Safety Officers. He reported the Police and Fire Chiefs and
personnel from the departments were in attendance and he was honored to give the invocation.

Council Member Guerra reported last week he attended his 92 neighborhood watch meeting;
stated he and Mayor Pro Tem Brossmer participated in the Amazing Day Foundation Walk in
remembrance of Sean Feliciano. He announced that Friday he is going to be installed as the First

Vice-President of the Independent Cities Association (ICA). Council Member Guerra reported today
he, Mayor Marquez and Mayor Pro Tem Brossmer were provided a tour of the Los Angeles
Interagency Metropolitan Police Apprehension Crime Taskforce (LA IMPACT) facility by Police Chief
Esteves. Council Member Guerra thanked Chief Esteves for the tour and for serving on the board
and committee. He reported there is a Los Angeles County Board of Supervisors hearing on
September 27, 2011, regarding the County’s proposals for redistricting. He advised the Downey
City Council voted 5-0 to support plan A3, which keeps Downey in one district. He encouraged
residents to write to the County Supervisors to express their support.
Mayor Pro Tem Brossmer stated he attended the Blue Mass and it was nice to recognize the
Police and Fire first responders. Mayor Pro Tem Brossmer advised Financial Partners sponsored
an open and free to the public event at the Columbia Learning Center with over 1,000 participants.
Mayor Pro Tem Brossmer thanked Thad Phillips, Community Services Director, for his hard work on
the 9/11 ceremony and thanked Police and Fire personnel for attending. He thanked Police Chief
Esteves for coordinating the field trip to the LA IMPACT facility. He stated the Police are doing a
great job, but it is nice to know if the City needs assistance LA IMPACT is there for us. Mayor Pro
Tem Brossmer advised of the following upcoming events: Police Monument Dedication, Thursday,
September 22; and the Taste of Downey, Friday, September 30, 2011.
Mayor Marquez thanked Thad Phillips, Community Services Director, Park, Public Works,
Fire and Police personnel and everyone involved in Sunday’s 9/11 event. The Mayor thanked the
community for attending the event. It was nice to honor the victims of 9/11 and recognize and honor
our men and women of the Police and Fire Departments. Mayor Marquez also thanked Shannon
DeLong, Assistant to the City Manager, for her assistance with the event. He reported that he
attended the Blue Mass at Our Lady of Perpetual Help Catholic Church and it was a great event. He
thanked Our Lady of Perpetual Help Catholic Church for organizing the event, and stated it was
impressive to see the different faiths participating, as well as Police and Fire personnel. He
reminded residents that applications for the Youth Commission are available on the City’s website,
Facebook and at the Library; applications are due Friday. Mayor Marquez provided information on
the Mayor’s “Bringing City Hall to You,” meeting series to be held, Saturday, September 24, 2:00 –
4:00 p.m., Redemer Church, in the triangle neighborhood; October, date to be determined, at
Golden Park; and, a meeting for the I-5 neighborhood in October. Mayor Marquez stated these
meetings will ensure that the City is reaching out to all the neighborhoods and residents of the City.
Mayor Marquez requested staff contact Southeast Area Animal Control and schedule a presentation
to determine whether or not the City should participate in a dog license canvassing program to make
sure all the residents’ family pets are registered.
PRESENTATIONS:
Mayor Marquez invited Fire Chief Croom and the Juarez Family to the front of the Chambers
for this presentation. The Muscular Dystrophy Association presented a plaque to Mayor Marquez
and Fire Chief Croom in appreciation of the Fire Department’s 2010 “Fill the Boot” campaign which
raised $19,030, and was used to send 24 kids to Muscular Dystrophy Association summer camp.
Mr. Brian Taylor, Department of Agriculture, reviewed a PowerPoint presentation on the
Asian Citrus Psyllid. Mr. Taylor advised the Psyllid has been located in Los Angeles County and is
spreading throughout Southern California. Mr. Taylor advised how residents can identify the pest
and what they can do to prevent the Psyllid from spreading. Mr. Taylor advised residents can obtain
additional information from their website: californiacitrusthreat.org.
Mayor Marquez presented Police Chief Esteves and Mark Sauter, Emergency Services
Manager, with a Proclamation in recognition of National Preparedness Month. Mr. Sauter provided
information on upcoming community events.

PUBLIC HEARINGS:
None.
NON-AGENDA PUBLIC COMMENT:
Bob Goldstein, resident, offered the opportunity to City Council, City Attorney, City staff and
the audience to place an ad in the Downey Symphony program.
LouAnn Parker, resident, added her sentiments to the City Council for having a wonderful
9/11 event. She thanked Thad Phillips for having the Fire Department Explorers available for
assistance, and she expressed her thanks for helping spread the word about “The Home of the
Brave Quilt” project.
CITY COUNCIL CONSENT CALENDAR:
Council Member Vasquez announced he would be abstaining on Item No. 4, as his home is
within 500’ of the street improvements.
It was moved by Council Member Brossmer, seconded by Council Member Guerra to
approve the Consent Calendar Items as presented,
noting the abstention of Council Member
Vasquez on Item #4.

CALRECYCLE GRANTS IN THE 2011-2012 FUNDING CYCLE FOR WHICH THE CITY OF
DOWNEY IS ELIGIBLE, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO
