SUBJECT: PROPOSITION 1B LOCAL STREETS AND ROADS FUNDING
EXPENDITURE PLAN
RECOMMENDATION
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE PROPOSITTION 1B LOCAL STREETS AND ROADS
FUNDING EXPENDITURE PLAN
BACKGROUND
In 2006, Proposition 1B was approved by the people of the State of California.
Proposition 1B provides $19.925 billion in bond funds for a variety of transportation
projects, including $2 billion for cities and counties to fund the maintenance and
improvement of local transportation facilities. Senate Bill 88 appropriated a total of $950
million of the Prop 1B funds in 2007/08 and $1.05 billion in 2008/09. Of this $2 billion
amount, Assembly Bill 196 specifies that $1 billion be allotted to the cities and the
counties each for fiscal years 2007/08 and 2008/09. The portion of the $1 billion
allocated to each individual city is determined by the State Controller’s office based on
the City’s population and total number of miles of public roadways. In order to expend
these funds, the legislative body of each respective county or city must first approve a
plan for use of the amount of funds available for their respective jurisdiction as
determined by the State Controller.
As specified by the language in Proposition 1B, funds apportioned to a city or county
under this program shall be used for improvements to transportation facilities that will
assist in reducing local traffic congestion and further deterioration, improving traffic
flows, or increasing traffic safety that may include, but not be limited to, street and
highway pavement maintenance, rehabilitation, installation, construction and
reconstruction of necessary associated facilities such as drainage and traffic control
devices, or the maintenance, rehabilitation, installation, construction and reconstruction
of facilities that expand ridership on transit systems, safety projects to reduce fatalities,
or as a local match to obtain state or federal transportation funds for similar purposes.

DISCUSSION
The City of Downey received $1,826,970 in Proposition 1B Local Streets and Roads
funds in FY 2007/08 and $1,688,623 in FY 2008/09. Of the FY 2007/08 apportionment,
$1 million was expended on the Imperial Highway Traffic Throughput and Safety
Enhancement Phase 2 Project (Cash Contract No. S.S. 599) and the remaining
$826,970 was appropriated to the FY 2007/08 Local Street Pavement Rehabilitation
Project (Cash Contract No. S.S. 571). There was a remaining unspent portion of the
funds on the Local Street Pavement Rehabilitation Project, in the amount of $76,384.
The entire $1,688,623 FY 2008/09 Proposition 1B apportionment was appropriated to
th
the Downey Avenue Pavement Rehabilitation Project between Gallatin Road and 5
Street (Cash Contract No. S.S. 593), $102,120 of which remained unspent at the
conclusion of the project. This results in a total of $178,504 in remaining unspent
Proposition 1B funds between the two fiscal years.
Staff proposes expending the remaining unspent apportionment of $178,504 in
Proposition 1B funds on the FY 2011/12 Miscellaneous Concrete Repair Project (Cash
Contract No. S.S. 620). This project will involve the rehabilitation of miscellaneous
concrete surfaces (curb and gutter, cross gutters, sidewalk, drive approaches, curb
ramps, etc.) at various locations within the westerly half of the City.
FINANCIAL IMPACT
The $178,504 remaining unspent apportionment in Proposition 1B Local Street and
Roads bond funds will benefit the City by augmenting $100,000 in Gas Tax funds
currently appropriated for the Miscellaneous Concrete Repair Project (account no. 26-
16686).

WHEREAS, Proposition 1Bwasapproved by the people of the state of California in

WHEREAS, The City of Downey apportioned $1,000,000 of its Fiscal Year 2007/08
Proposition 1B funds on the Imperial Highway Traffic Throughput and Safety Enhancement
Phase 2 Project and the remaining $826,969.56 was apportioned to the Fiscal Year
2007/08 Residential Street Pavement Rehabilitation Project. The entire Fiscal Year
2008/09 amount of $1,688,623 was apportioned to the Downey Avenue Pavement

Rehabilitation Project between Gallatin Road and 5 Street; and
WHEREAS, $178,504 in unspent Proposition 1B funds remain between the two
fiscal years and, therefore, is available for reapportionment; and
WHEREAS, The City of Downey is proposing to apportion the remaining $178,504 in
unspent Proposition 1B funds on the FY 2011/12 Miscellaneous Concrete Repair Project
(Cash Contract No. S.S. 620).

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. To approve the Proposition 1B Local Streets and Roads Funding
Expenditure Plan for the remaining unspent Proposition 1B funds.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution.
