S.S. 633 – SLURRY SEAL PROJECT AREA “B” AND REMAINDER OF AREA “A” – AWARD CONSTRUCTION CONTRACT RECOMMENDATION That the City Council award Cash Contract No. S.S. 633 in the amount of $254,110.50 to American Asphalt South, Incorporated for the Slurry Seal Project Area “B” and Remainder of Area “A.” BACKGROUND The slurry seal program is designed to seal aged asphalt concrete pavement and extend its life on various streets throughout the City. In order to implement a citywide systematic and efficient slurry seal program, the City has been divided into four areas (Areas “A” through “D”) and each year, the roadways within the specified area(s) will be sealed. In the previous fiscal year, FY 2010-11, forty-four street segments within Area “A” were slurry sealed. The total cost to slurry seal the street segments in Area “A” was considerably less than the budgeted amount. This resulted in a significant cost savings, thereby allowing the City to slurry seal additional streets in Area “A” as well as streets in Area “B”. In subsequent years, FY2012-13 and FY2013-14, street segments within Areas “C” and “D” will also be slurry sealed. The work to be completed consists of pavement crack sealing, applying Type I or Type II slurry seal coats on pavement surfaces, replacement of striping and pavement markings, and all necessary related work. Some street segments selected under this project will require asphalt patching at specific locations, which will be handled independently of this project. Staff has selected a total of sixty-six residential street segments and three arterial street segments for this project, covering a total of approximately ten linear miles of roadway. The streets and limits are shown on the attached Project Locations Map and Project Street List. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 633 –Slurry Seal Project Area “B” & Remainder of Area “A” September 13, 2011 Page 2 DISCUSSION During its meeting of July 26, 2011, the City Council approved the plans and specifications and granted authority to advertise for bids on Slurry Seal Project Area “B” and Remainder of Area “A.”On August 18, 2011, eight bids were received as shown on the attached Bid Summary. The apparent lowest responsive bidder was American Asphalt South, Incorporated of Fontana with a bid of $254,110.50. American Asphalt South, Incorporated has satisfactorily completed various similar pavement resurfacing projects for other municipalities, including the Cities of Ontario, Walnut, Yorba Linda, Seal Beach, Temecula, Palos Verdes Estates, San Clemente, and La Mesa. Construction on the project is tentatively scheduled to begin in October 2011 and be substantially complete by November 2011. FINANCIAL IMPACTS A detailed cost and funding analysis, based upon the bid received from American Asphalt South, Incorporated, is summarized on the following page.The total estimated cost of the project is $318,110.50. Currently, $500,000.00 is available for this project (Area “B” & Remainder of Area “A”) in the FY 2011-12 Capital Improvement Program, consisting of Gas Tax funds under Account No. 26-16687.
