LA County Redistricting AGENDA MEMO DATE: August 23, 2011 TO: Mayor andMembers of the City Council FROM: Council Member Mario Guerra SUBJECT: Support for Los Angeles County Proposed Supervisorial District Maps RECOMMENDATION That the City Council formally support the Los Angeles County Boundary Review Committee’s proposed maps for County Supervisorial Districts. BACKGROUND In November 2010, the Los Angeles County Board of Supervisors appointed a ten- member advisory Boundary Review Committee to review the County’s 2010 Census population and demographic data and analyze potential district boundary changes for the five County Supervisorial Districts. The Committee conducted 15 public meetings and 10 community meetings, and reviewed nearly 20 district map proposals. DISCUSSION On July 13, the Boundary Review Committee voted on its recommended map, which is now under consideration by the Los Angeles County Board of Supervisors. The recommended map shows Downey remaining in District 4 with its neighbors in Southeast Los Angeles, with whom the City works closely on economic, transportation, water, and air quality projects that address the distinctive needs of our region. We have existing partnerships with the cities slated to be part of District 4, including Norwalk, Paramount, Bellflower, Signal Hill, Whittier, La Mirada, Cerritos, Lakewood and Long Beach. Having similar supervisorial representation with our regional partners is extremely helpful in accomplishing these important endeavors. Therefore, I recommend that the City Council of the City of Downey formally support the Boundary Review Committee’s proposed maps, and express to the Board of Supervisors our City’s desire to remain in the Fourth Supervisorial District, which has always been responsive to our community’s unique needs and opportunities.
