S.S. 620 - ANNUAL MISCELLANEOUS CONCRETE CONSTRUCTION AND REPAIR – APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS RECOMMENDATION That the City Council approve the plans and specifications and authorize solicitation for bids for Cash Contract No. S.S. 620 – Annual Miscellaneous Concrete Construction and Repair. BACKGROUND The City receives several requests annually for the repair of concrete improvements within the public right-of-way. These requests are primarily related to broken sidewalk and curb and gutter, areas with uplifted concrete sidewalk, damaged driveway approaches and damaged pavement. Periodically, the City receives requests for construction of new sidewalk and curb ramps. While City Maintenance crews have the necessary equipment and are qualified to make a number of the these repairs, the volume of repairs, amount of work and time required to make these repairs would prevent them from completing other equally important work assignments. Therefore, this work must be outsourced to a contractor. DISCUSSION Currently, the City has received over nine hundred (900) requests to repair concrete improvements at seven hundred eighty locations (780) citywide. In order to implement a methodical and efficient concrete repair program, the City has been divided into four areas (Areas A through D) and each year, concrete repairs within a specified area will be completed (see attachment). In order to address the back-logged service requests efficiently and effectively, in the current fiscal year (FY2011-12), staff recommends work in two areas (C and D), instead of completing work in just one area. Once the back-log list has been addressed, the Annual Miscellaneous Concrete Construction and Repair Project will focus on only one specific area in any given year. Staff has selected Areas C and D for this fiscal year so that the necessary concrete repairs and construction will be completed in advance and in coordination with the City’s annual slurry seal project. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 620 – Annual Miscellaneous Concrete Construction and Repair August 23, 2011 Page 2 Staff has reviewed and evaluated four hundred seventy eight (478) repair requests in Areas C and D and has selected locations that need immediate attention. In addition to the reported repair request locations, staff has selected other locations in Areas C and D that have not been previously reported but have been inspected by staff. The Engineering Division staff has completed preparation of the plans, specifications and construction cost estimate and the project is now ready for solicitation of construction bids. As part of this project, it is estimated that construction and repair will be completed at one hundred thirty-three (133) locations in Areas C and D. This work will consist of repairing and constructing approximately 15,275 square feet of sidewalk, 2,782 square feet of driveway approach, 854 square feet of curb ramps, 3,028 linear feet of curb and gutter, 854 square feet of cross gutters and 4,208 square feet of asphalt concrete pavement. FINANCIAL IMPACT The projected total cost for the Annual Miscellaneous Concrete Construction and Repair Project (FY2011-12) will be $354,000. This includes the cost of construction, design, project administration inspection and testing as well as a ten percent (10%) construction contingency cost. The FY 2011-12 Capital Improvement Program includes the Annual Miscellaneous Concrete Construction and Repair Project with a budget of $100,000 funded through Gas Tax funds. The remaining required funds of approximately $254,000 will be funded by adjusting the allocated budgets of other capital improvement projects. A request for the additional appropriation of funds and a detailed funding summary for the project will be presented at the time of the award of the construction contract.
