LA County Park Grant AGENDA MEMO DATE: August 9, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Shannon DeLong, Assistant to the City Manager SUBJECT: APPLICATION FOR THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT DISCRETIONARY GRANT PROGRAM RECOMMENDATION: That the City Council adopt: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE SUBMISSION OF A GRANT APPLICATION FOR THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT DISCRETIONARY GRANT PROGRAM DISCUSSION: The Los Angeles County Regional Park and Open Space District is accepting applications for three grant programs (Specified Project, the Per Parcel Discretionary, and the Excess Funds). The monies allocated for these grants come from the Los Angeles County voter-approved Safe Neighborhood Parks Propositions of 1992 and 1996. In order to receive funding under these programs, the City of Downey must adopt a resolution authorizing the filing of the grant application and identifying the title of the person authorized to enter into a contract with Los Angeles County should funding be awarded. The City will be applying under the Per Parcel Discretionary Grant program to make improvements at the Columbia Memorial Space Center. The proposed project includes replacing the chain-link fence surrounding the native plant garden with a permanent fence and building a protective shelter structure over the Apollo capsule (outdoor exhibit).The total grant request is for $150,000. FINANCIAL IMPACT: There is no impact on the City’s General Fund. Funds received from the grant will pay for materials and labor costs. Attachment: Resolution CITY OF DOWNEY, CALIFORNIA RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE SUBMISSION OF AN APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT PER PARCEL DISCRETIONARY GRANT PROGRAM FOR THE COLUMBIA MEMORIAL SPACE CENTER WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Propositions), which, among other uses, provides funds to public agencies and nonprofit organizations in the County for the purposes of acquiring and/or developing facilities and open space for public recreation; and WHEREAS, the Propositions also created the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing applications for grant funds under the Propositions; and WHEREAS, the District’s procedures require the City of Downey to certify, by resolution, the approval of the application for grant funds for the Columbia Memorial Space Center (the “Project”) before submission of said application to the District; and WHEREAS, the application form contains assurances with which the City of Downey must comply; and WHEREAS, the City of Downey certifies, through this resolution, that the application is approved for submission to the District; and WHEREAS, the City of Downey will enter into a Project Agreement with the District for the performance of the Project as described in the application. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCILHEREBY: SECTION 1. Approves the filing of an application with the District for funds allocated under Section 3 (C)of the Proposition for the above-named Project; and SECTION 2. Certifies that the City of Downey understands the assurances and certifications in the application form; and SECTION 3. Certifies that the City of Downey understands its obligation to operate and maintain the property in perpetuity; and SECTION 4. Certifies that the City of Downey will sign and return, within 30 days, both copies of the project agreement sent by the District for authorizing signature; and RESOLUTION NO. PAGE TWO SECTION 5. Authorizes the City Manager, or designee, as agent of the City of Downeyto conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, and so forth, which may be necessary for the completion of the Project as described in the application; and.
