AND REMAINDER OF AREA “A” – APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS.
RECOMMENDATION
That the City Council approve plans and specifications and authorize solicitation for bids
for Cash Contract No. 633 – Slurry Seal Project Area “B” and Remainder of Area “A”.
BACKGROUND
The slurry seal program is designed to seal aged asphalt concrete pavement and
extend its life on various streets throughout the City. In order to implement a citywide
systematic and efficient slurry seal program, the City has been divided into four areas
(Areas “A” through “D”, see Attachment 1) and each year, the roadways within the
specified area will be sealed.
In the previous fiscal year (2010-11) as part of Cash Contract No. S.S. 626, forty-four
(44) street segments within Area “A” were slurry sealed (see Attachment 3). A budget
of $392,000 was programmed to do this work; however, the cost to slurry seal Area “A”
was approximately $183,000 (including administration, design and inspection) for a cost
savings of approximately $209,000. This cost savings was carried over into the current
fiscal year (2011-12) allowing the City to slurry seal remaining streets in Area “A” and
streets in Area “B”. In subsequent years (FY2012-13 and FY2013-14), roadways within
Areas “C” and “D” will be slurry sealed.
DISCUSSION
The work to be completed generally consists of crack sealing, applying Type I and Type
II slurry seal coats, replacement of striping and pavement markings, and all necessary
related work. Some street segments will also require the replacement of asphalt
concrete pavement at certain locations, which will be handled independently of this
project.
Engineering Division staff has completed preparation of the plans, specifications and
construction cost estimate and the project is now ready for solicitation of construction
bids.
Staff has selected fifty-nine (59) residential street segments and three (3) arterial street
segments in Area “B” and the remainder of Area “A”, covering a total of approximately
9.0 miles of roadway. The streets and limits are shown on the attached Project
Locations Map and Project Street List (Attachments 2 and 3).

FINANCIAL IMPACT
Based on the construction cost estimate, the total cost for the Slurry Seal Project Area
“B” and Remainder of Area “A” will be approximately $388,000. This includes a 10%
construction cost contingency, replacement of asphalt concrete, construction
engineering, inspection, materials testing and contract administration costs. Currently,
$500,000 is available for the City’s FY 2011-12 Capital Improvement Program,
consisting of Gas Tax funds under Account No. 26-16633. A detailed funding summary
for the project will be presented at the time the contract is awarded.
