SUBJECT: CLASSIFICATION SPECIFICATION AND ESTABLISHED SALARY FOR
THE POSITIONS OF NEIGHBORHOOD WATCH COORDINATOR AND
ECONOMIC DEVELOPMENT MANAGER
RECOMMENDATION
That the City Council adopt the attached Resolution:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING
THE CLASSIFICATION SPECIFICATIONS AND ESTABLISHING THE SALARY
RANGE FOR THE POSITIONS OF NEIGHBORHOOD WATCH COORDINATOR AND
ECONOMIC DEVELOPMENT MANAGER .
DISCUSSION
Staff is requesting that the City Council adopt a Resolution to establish the classification
specifications for the new full-time non-sworn position of Neighborhood Watch
Coordinator and the mid-management position of Economic Development Manager and
establish the salary ranges for these positions as approved in the fiscal year 2011-12
budget on June 28, 2011.
The new non-sworn classification of Neighborhood Watch Coordinator is an added
administrative position in the Police Department. The primary focus of the position will
be to develop, promote, and administer the City’s Neighborhood Watch Program and
activities. The proposed hourly pay range of $18.3509 – $22.7335 ($3,180.77 -
$3,940.47/monthly) is based on internal alignment with the existing City non-sworn
classifications of Community Services Officer and Program Coordinator. Appropriate
representation for this position is determined to be with the Downey City Employees’
Association (DCEA) – Miscellaneous Unit.
The mid-management classification of Economic Development Manager is established
based on a title change and updated job specification to the existing classification of
Business Development Manager to more accurately reflect current job duties and
responsibilities. There is no change in salary proposed for the position.
FISCAL IMPACT:
Sufficient funds are allocated in the approved fiscal year 2011-12
budget.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING
THE CLASS SPECIFICATIONS AND ESTABLISHING THE SALARY RANGE FOR
THE POSITIONS OF COMMUNITY DEVELOPMENT MANAGER.
WHEREAS,
the Fiscal Year 2011-12 budget includes the new position and
funding for the Neighborhood Watch Coordinator in the police department,
WHEREAS,
the Fiscal Year 2011-12 budget includes the new classification title
of Economic Development Manager to replace the previous classification of Business
Development Manager with no change in the established salary range,
WHEREAS,
the job classifications of Neighborhood Watch Coordinator and
Economic Development Manager require a classification specification that includes
employment standards and qualifications for the position.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1.
The classification specifications for the Neighborhood Watch
Coordinator and Economic Development Manager attached hereto, and by this
reference, is hereby adopted.
SECTION 2.
The salary ranges for Neighborhood Watch Coordinator and
Economic Development Manager shall take effect as follows:

and/or established compensation as herein referenced for the positions in Section 1
above.
SECTION 4.
The City Clerk shall certify to the adoption of this Resolution.

NEIGHBORHOOD WATCH COORDINATOR
JOB SUMMARY
Under the general supervision of a Police Sergeant, performs professional and
administrative work with responsibility for developing and administering Neighborhood
Watch Programs. Duties include planning, developing, and promoting program
activities; conferring with and coordinating activities with the Downey Police Department
and community groups, businesses, and residents of the City of Downey.
ESSENTIAL JOB DUTIES
The following examples are intended to describe the general nature and level of work
performed by persons assigned to this classification.
Administers, develops, coordinates, plans, promotes, and manages the City’s
Neighborhood Watch Program.
Coordinates and conducts Neighborhood Watch meetings and Neighborhood Watch
leadership training meetings and forums.
Prepares and maintains reports on neighborhood outreach activities, progress, and
results; prepares informational documents and reports.
Works with law enforcement personnel to research and gather data and analysis on
crime statistics and prepares reports regarding trends to identify program needs.
Consults with and advises City departments, City officials, and community organizations
regarding issues, concerns, and potential solutions to neighborhood concerns and
issues.
Plans, organizes, prepares, and manages public information and special awareness
projects and events to promote the program.
Conducts oral presentations before special interest and citizen groups to disseminate
information, answer questions, and generate support for the Neighborhood Watch
Program.
Analyzes program effectiveness and develops long-range planning; tracks program
achievements and progress towards existing goals; may coordinate networking
activities with other neighboring jurisdictions; attends training seminars or workshops on
current trends in crime prevention as needed.
May recruit and/or supervise volunteer personnel.
Perform other related duties as assigned.
DESIRABLE QUALIFICATIONS:
Any combination equivalent to experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical way to obtain the
skills, knowledge and abilities would be:
Education:
Bachelor’s degree from an accredited college in Criminal Justice, Public
Administration, Business Administration or a related field.
Experience:
Two (2) years of experience in developing and administering
neighborhood/community enhancement programs or non-sworn law enforcement
administrative or technical support experience.
Knowledge of:
General office procedures and methods; intermediate level skill in the
use of a personal computer, including but not limited to MS Word, Excel, and
PowerPoint); some level of computer graphics, photography, event planning and
implementation; basic research, survey, and interview methodologies; project
coordination; principles and practices of effective customer service, team building, and
public relations; effective conflict resolution techniques; meeting facilitation and making
public presentations; geographical area and demographics of the City; basic supervision
and practices; volunteer recruitment; and, law enforcement terminology and operating
structure, and crime prevention.
Ability to:
Establish and maintain effective and positive working relationships with those
contacted in the performance of duties, including City department staff, officials,
community groups, and members of the public; communicate effectively both orally and
in writing, including the ability to make effective presentations and conduct effective
meetings and workshops; demonstrate initiative, use tact, discretion, and independent
judgment; research, collect and interpret data; coordinate various projects in an efficient
and effective manner; identify neighborhood needs and potential solutions; plan,
manage, and evaluate neighborhood outreach programs and activities; project a

License Requirement:
Due to the performance of field duties that may require
operation of a City vehicle, a valid California Driver’s License and an acceptable driving
record at the time of appointment and throughout employment may be required.
California Department of Motor Vehicle (DMV) Pull Notice System:
An incumbent
appointed to this position is subject to enrollment in the California DMV Pull Notice
Program. The Pull Notice program provides information on the incumbent’s driving
record and Driver’s License status on a periodic basis to the City of Downey. An
employee assigned a City vehicle must acknowledge receipt and understanding of City
Administrative Regulations covering the use of City vehicles.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS
– Work is primarily
performed in an office environment with moderate noise levels; duties require the ability
to speak, hear, touch, and see. Also required is the ability to exert a small amount of
physical effort in sedentary to light work involving moving from one area to another;
occasionally bending, stooping, kneeling, reaching, pushing and pulling (drawers
opened and closed to retrieve and file information); occasionally lifting and carrying
materials that weigh up to 25 pounds. Finger dexterity is needed to access, enter and
retrieve data using a computer keyboard, typewriter, or calculator; requires sufficient
hand/eye coordination to perform semi-skilled repetitive movements, such as typing on
a keyboard, filing, data entry and/or use of a personal computer or other office
equipment and supplies; may involve sitting or standing for prolonged periods of time.

ECONOMIC DEVELOPMENT MANAGER
JOB SUMMARY
Under general direction from the Community Development Director, position is
responsible for the day to day operations of the Economic Development Division of the
Community Development Department which includes the administration of
redevelopment programs and provides highly responsible and complex administrative
support to the Community Development Director.
ESSENTIAL DUTIES
The following examples are intended to describe the general nature and level of work
performed by persons assigned to this classification.
Plans, organizes, and oversees the activities of the City’s Redevelopment operations
and programs.
Supervises staff involved in redevelopment and economic development activities.
Recommends and directs the implementation of programs and practices designed to
enhance and improve the economic well being of the City.
Meets and negotiates with potential real-estate developers and builders.
Works with other departments on citywide projects.
Represents the Community Development Director at meetings with various community
groups and other organizations.
Supervises, trains, and evaluates employee performance.
Prepares items for the City Council and Community Development Commission
agendas.
Prepares written reports and correspondence.
Performs other related managerial department support duties as assigned.
The preceding duties have been provided as examples of the essential types of work performed by
positions within this job classification. The City, at its discretion, may add, modify, change or rescind work
assignments as needed.
QUALFICATIONS
Any combination of education, training, and experience that would likely provide the
knowledge, skills, and abilities to successfully perform in the position is qualifying. A
typical combination includes:
Education:
A Bachelor’s degree from an accredited college or university in Economics,
Planning, Public Administration or related field. A Master’s degree is desired.
Experience:
At least six (6) full-time years of increasingly responsible administrative
and management experience in local government planning, redevelopment, and related
fields.
Knowledge of
: Principles, practices and techniques used in city redevelopment
activities; City Charters, City ordinances, and other rules, regulations and statues
affecting the operating and/or functions of redevelopment activities; economic and
financial analysis of real-estate projects; economic development and redevelopment
contract formats and provisions; budget preparation and control; advance research,
statistical and recordkeeping techniques and procedures; principals of basic supervision
and training; current computer technology and Microsoft applications such as Word,
Excel, and PowerPoint; and, modern administrative office practices, methods, and
equipment.
Ability to:
Review and interpret economic and physical data including real-estate
financial reports, architectural drawings, building plans and specifications; meet and
negotiate with real-estate developers and builders; present ideas and concepts
persuasively by speaking before groups or in written form; establish and maintain
effective working relationships with those contacted in the performance of duties,
including subordinate personnel, co-workers, City officials, and the general public;
interpret and apply rules and regulations relating to municipal redevelopment; supervise
and evaluate the performance of assigned staff; plan, coordinate, and organize work;
meet schedules and timelines; perform effective oversight and decision making that
includes accurate situation analysis and ability to adopt an effective course of action in
assigned area of responsibilities; demonstrative flexibility and initiative to provide
managerial support in other areas of department functions as assigned; perform work
using a personal computer with proficiency in MS programs, most importantly utilizing
Word and Excel; knowledge of general municipal software programs; and, follow City
administrative policies and procedures.
License or Certification:
