SUBJECT:RECOMMENDATION TO ACCEPT COMPLETION OFCASH
CONTRACT NO. S.S. 609 - SCHOOL ZONE SIGNAGE AND
PAVEMENT MARKING UPGRADES PROJECT; AND TO DIRECT THE
PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION
RECOMMENDATION:
That the City Council accept the improvements constructed under Cash Contract No.
S.S. 609, approve the final construction contract amount of $72,092.45 and direct the
Public Works Director to file the Notice of Completion.
BACKGROUND
On September 28, 2010, the City Council approved the plans and specifications for
Cash Contract No. 609 for school zone signs and pavement marking upgrades in the
vicinity of 20 school sites throughout the City.
The national guidelines for the uniform installation of traffic control devices, including
school zone signage and markings, is the Manual of Uniform Traffic Control Devices
(MUTCD.) This publication undergoes periodic revisions and undergoes review periods
prior to approval by the federal government. Likewise, the State of California
periodically adopts the revised CAMUTCD, a modified version of the federal document,
which all private and public agencies are mandated to follow. The latest edition of the
CAMUTCD was released in January of 2010, and contains a variety of new regulations
concerning the signs that are normally deployed in school zones. The City was thus
obligated to comply with these new regulations. Consequently, the City applied for and
successfully obtained a federal Highway Safety Improvement Program (HSIP) grant to
upgrade all of the various school signs and markings in the vicinity of 20 school sites.
On November 23, 2011, the City Council awarded Cash Contract No. 609 to Prestige
Striping Services, Inc. for the School Zone Signage and Pavement Marking Upgrades
Project in the amount of $66,244.98.
DISCUSSION:
As of March 28, 2011, all work under Cash Contract No. 609 has been completed per
previously approved plans and specifications and to the satisfaction of staff. Therefore,
the project is deemed complete, and staff recommends acceptance of the project and
releasing the remaining funds to Prestige Striping Services, Inc.

The scope of work included the following items:
Installation of new types of school signs with anti-graffiti treatment
Removal of existing school signs
Replacement of speed limit signs in conjunction with school zones
Relocation of other existing signs on same posts/poles
Replacement of existing school pavement markings
Replacement of existing wood posts and metal poles with new channel posts
Installation of school crosswalk markings
FINANCIAL IMPACT:
The final cost of the construction work, including a net increase in contract quantities in
the amount of $5,847.47, is $72,092.45.The total authorized amount by the City
Council for constructing the project, which included a nine percent contingency, was
$73,245.00.
The total final project cost is $79,563.86, which includes the cost of all design,
construction and contract administration. Sufficient funding is available for this project,
as detailed in the following table:
