Requirements for Establishing Residential
Preferential Parking Districts
1. Within the proposed district area, at least 75% of the property owners must sign
a petition in favor of the measure.
2. The proposed parking district must be at least 75% residential, must include
entire blocks and both sides of the street.
3. Multi-family dwellings will be limited to duplexes, triplexes, and quadplexes.
4. On-street parking demand of at least 75% of parking capacity will be observable
during the time period when parking restriction is proposed.
5. Upon investigation, at least 50% of the observed parked vehicles must be
registered to those residing in the adjacent dwellings within the proposed
district.
6. There is recognizable shortage of available on-street parking and there is no
practical or reasonable alternative solution to alleviate the parking conditions.
7. The City Traffic Engineer shall determine the potential effectiveness of the
parking district, and consider the potential impact to nearby on-street parking
demands upon others as a result of the formation of the proposed district.
8. The City Council shall review findings and decide to approveor deny requests.
Application Fees
There will be an established application fee for evaluating
proposed preferential parking districts assigned in the City fee
schedule that is adopted by the City Council. Said fee may
change annually according to the demands of the program.
Implementation
•Initial application form shall be made available online and a basis
of the application fee in the form of a refundable deposit shallbe
developed.
•The petition form will be prepared by the City for circulation by the
applicant.
•The City will establish a permit fee schedule to fund the cost of
program administration. The permit fee will include the ordering
and placement of custom parking restriction signage, and for the
establishment and potential removal of such districts Citywide.
•Residents wishing to obtain permits will be required to complete
and submit an application with permit fee and proof of residency.
•At least 50% of the homeowners must obtain preferential parking
permits for the district to remain viable and for parking signs to be
posted accordingly.
•Up to two (2) residential permits will be issued per household (up
to three max. if a hardship can be demonstrated). Residents can
also apply for one (1) visitor permit. All permits must be renewed
annually.
Implementation (cont.)
•The total number of permits issued within a given district shallnot
exceed 150% of the total number of on-street parking spaces within
the district.
•The following types of vehicles are not eligible for permits:
A.Semi tractor trucks
B. Motorhomes
C. Motorcycles
D. Boat, travel and utility trailers
E. Vehicles for sale
F. Any commercial vehicle as defined in DMC Section 3185(b).
•The City Council shall approve the formation as well as the
discontinuation of preferential parking districts.
•Provisions shall be established to provide concentrated parking
enforcement within the newly created districts.
Management
Over time, the City will develop an
understanding of the fiscal requirements
and staff time involved with the
management of the residential preferential
parking program.
Similarly, the public will demonstrate the
need and effectiveness of the program
features.
