Proposition 84 Statewide Park Grant AGENDA MEMO DATE: May 24, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Shannon DeLong, Assistant to the City Manager SUBJECT:AUTHORIZATION TO SUBMIT APPLICATIONS FOR THE 2011 CALIFORNIA STATEWIDE PARK PROGRAM RECOMMENDATION That the City Council adopt: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING THE SUBMISSION OF APPLICATIONS FOR THE 2011 CALIFORNIA STATEWIDE PARK PROGRAM. DISCUSSION The California Department of Parks and Recreation is soliciting applications for the Statewide Park Development and Community Revitalization Program. The Statewide Park Grant Program is intended to award projects that will benefit the health of families, youth, senior citizens, and other population groups by meeting their recreational, cultural, social, educational and environmental needs. Funding for this grant program is through the Sustainable Communities and Climate Change Reduction chapter of the voter-approved Proposition 84 bond measure. Grants will cover both labor and materials, and there is no match requirement. The program priority is the creation of new parks and new recreation opportunities in critically underserved communities. Accordingly, applications will be prepared for the revitalization of Independence and Apollo Parks, as detailed in the City Parks Improvement Master Plan approved by the City Council in May 2010. Grant awards will be announced in Spring 2012. The attached resolution authorizes the submission of applications and authorizes the City Manager to sign grant agreements on behalf of the City. FISCAL IMPACT There is no impact on the City’s General Fund as no matching funds are required. Attachment: Resolution CITY OF DOWNEY, CALIFORNIA RESOLUTION NO.______ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING THE SUBMISSION OF APPLICATIONS TO THE CALIFORNIA DEPARTMENT OF PARKS AND RECREATION FOR THE 2011 STATEWIDE PARK PROGRAM. WHEREAS , the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park Program, setting up necessary procedures governing the Application; and WHEREAS , said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the State; and WHEREAS , if eligible projects are selected for funding, the City of Downey will enter into a contract with the State of California to complete the grant project; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council approve the filling of applications for the Independence Park Revitalization Project and the Apollo Park Revitalization Project; and SECTION 2. The City has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project(s); and SECTION 3. The City has or will have sufficient funds to operate and maintain the project(s); and SECTION 4. The City has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; and SECTION 5. The City Manager (or designee) is authorized to conduct all negotiations, sign, and submit all documents, including, but not limited to applications, agreements, amendments and payment requests, which may be necessary for the completion of the grant scope; and SECTION 6. The City agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines; and RESOLUTION NO. PAGE TWO SECTION 7.
