SUBJECT: APPOINT STAFF REPRESENTATIVES TO THE LOS ANGELES
GATEWAY REGION IRWM JOINT POWERS AUTHORITY
RECOMMENDATION
That the City Council appoint the Public Works Director and Principal Engineer, Utilities
Division, as representatives to the Los Angeles Gateway Region IRWM Joint Powers
Authority.
DISCUSSION
California Proposition 50 (2002) and Proposition 84 (2006) set aside bond monies for
Integrated Regional Water Management (IRWM) planning and projects. To ensure
strong representation for the cities in Southeast Los Angeles, the Gateway Cities COG
formed the Los Angeles Gateway Region IRWM Joint Powers Authority (Gateway
IRWM Authority). Representatives from the various cities are primarily City staff
members with extensive experience in water issues.
Since the departure of Downey’s previous representative, the City Council is asked to
appoint John Oskoui, Director of Public Works, and Dan Mueller, Utilities Division
Principal Engineer, as the City’s new representative and alternate to the Gateway
IRWM Authority.
