Cash Contract S.S. 626 Slurry Seal Project AGENDA MEMO DATE: May 24, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: CASH CONTRACT S.S. 626 – SLURRY SEAL PROJECT – AWARD CONSTRUCTION CONTRACT RECOMMENDATION: That the City Council award Cash Contract No. S.S. 626 in the amount of $144,453.00 to Doug Martin Contracting Company for the Slurry Seal Project. BACKGROUND: The City wishes to implement a slurry seal program, solicited for bids annually, to weatherproof and extend the life of its roadways where necessary. In order to implement a Citywide systematic and efficient slurry seal program, the City has been divided into four areas (Areas A through D, see attached map) and each year, the roadways within the specified area will be sealed. The Citywide slurry seal program will be a four (4) year cycle program. In current fiscal year (2010-11), the roadways within Area A will be sealed. In subsequent years (FY2011-12 through FY2013-14) roadways within Areas B, C and D will be slurry sealed. In FY2014-15 the process will be repeated by slurry sealing additional roadways in Area A. Street segments are selected based on the condition of the existing pavement relative to the pavement condition of other street segments throughout the City, as prioritized by the City’s Pavement Management System and field observations. The City’s Pavement Management System evaluates, ranks, and prioritizes each street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and subgrade stability. The Pavement Management System is a successful planning tool that ensures the City of Downey is maximizing the benefit of improving the overall infrastructure within the parameters set by budget availability and utilizing cost-effective methods for preventative maintenance, while reconstructing older and deteriorated streets with new asphalt pavement. A slurry seal program is an effective means of preserving the life of asphalt pavement surfaces by avoiding and/or deferring more extensive and costly pavement rehabilitation methods such as asphalt overlay and/or full reconstruction. For this round of residential street locations to be slurry sealed during the current fiscal year, staff has selected 44 residential street segments covering a total of approximately 6.5 miles in length. The locations of the various residential street segments are shown on the attached Program Map and Project Street List. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 626 – Slurry Seal Project May 24, 2011 Page 2 The work to be completed generally consists of crack sealing, applying a 1/16-inch thick Type I slurry seal coat, replacement of striping and pavement markings, and all appurtenant work thereto necessary for the proper construction of the contemplated improvements. Some street segments will also require the replacement of asphalt concrete at certain locations, which will be handled independently of this project. DISCUSSION: During its meeting on April 26, 2011, the City Council approved the plans and specifications and granted authority to advertise for bids for the Slurry Seal Project under Cash Contract No. S.S. 626. On May 12, 2011, seven (7) bids were received as shown on the attached Bid Summary. The apparent lowest responsive and responsible bidder is Doug Martin Contracting Company, with a bid of $144,453.00. Doug Martin Contracting Company has satisfactorily completed various similar pavement resurfacing projects for other municipalities, including the Cities of Brea, Lawndale, La Verne, Chino, Lake Forest, and Bellflower. Construction on the project is tentatively scheduled to begin in June 2011 and be substantially complete by July 2011. FINANCIAL IMPACT: A detailed cost and funding analysis, based upon the bid received from Doug Martin Contracting Company is summarized on the next page. The total estimated project cost is $183,453.00. Currently, $392,000.00 is available for this project (Area “A”) in the FY 2010-11 Capital Improvement Program, consisting of Gas Tax funds under Account No. 26-1-6615.
