Cash Contract 632-3A Lakewood Improvement Proj AGENDA MEMO DATE: May 10, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: CASH CONTRACT NO. 632-3A LAKEWOOD BOULEVARD IMPROVEMENT PROJECT – PHASE 3A FIFTH STREET/CECILIA STREET TO FLORENCE AVENUE – APPROPRIATE ADDITIONAL FUNDS RECOMMENDATION: That the City Council appropriate additional funds in the amount of $47,000 for the purchase of City-furnished material on Cash Contract No. 632-3A Lakewood Boulevard Improvement Project - Phase 3A. BACKGROUND: Over the past several years, the City has been incrementally improving the Lakewood Boulevard corridor through a series of projects that have been aimed at increasing vehicle throughput and capacity, enhancing pedestrian safety; improving the aesthetics; and adding to and extending the life of the infrastructure. Among the elements included in this project is the installation of ornamental pedestrian lighting in the parkways and street lighting in the center median islands, which is intended to accomplish the project objective of enhancing pedestrian and traffic safety and the aesthetics along the Lakewood Boulevard corridor. DISCUSSION: During its meeting of September 28, 2010, the City Council awarded a construction contract to Sully-Miller Contracting Company for Phase 3A of the Lakewood Boulevard Improvement Project currently under construction. At the time of the award, a detailed cost accounting and funding analysis was provided with the total estimated cost of the project. In this analysis, it was estimated that the City-furnished street and ornamental pedestrian lights would cost approximately $413,000. While researching various available options for pedestrian light standards, staff became aware of the recent advancements in lighting technology, an alternative, more efficient, light-emitting diode (LED) version of the ornamental pedestrian fixture has been manufactured. This “green” LED ornamental pedestrian light fixture aesthetically matches the style of the pedestrian light fixtures installed on the previously constructed CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Lakewood Boulevard Improvement Project – Phase 3A May 10, 2011 Page 2 phases of the Lakewood Boulevard Improvement Project and is manufactured by the same company. However, the LED ornamental pedestrian light fixtures have a higher initial cost. On previously-constructed phases of the Lakewood Boulevard Improvement Project, 100 watt metal halide ornamental pedestrian light fixtures were installed, which require more electricity compared to an LED fixture. By using an energy efficient “green” 60 watt LED fixture, a more cost-effective lighting option can be achieved by using less electricity while emitting the same amount of light as the metal halide fixture. LED fixtures also have a relatively long useful lifetime in comparison to metal halide fixtures and will provide a savings in maintenance costs. The estimated life of a 60 watt LED fixture is 50,000 hours while the estimated life of a 100 watt metal halide lamp is 15,000 hours. For that reason, it is estimated that the metal halide lamps must be replaced every four years while the estimated replacement of a LED lamp is every 13.7 years. The advantages of using a “green” LED fixture is that the savings in energy costs and maintenance costs will surpass the higher initial cost of the LED fixtures. FINANCIAL IMPACTS: Three funding sources are currently being utilized for the Lakewood Boulevard Improvement Project - Phase 3A. The funding sources under Account No. 26-16672 include the American Recovery and Reinvestment Act (ARRA) Tier One funds; Safe, Accountable, Flexible, Efficient Transportation Equity Act – Legacy for Users (SAFETEA-LU) Federal Earmark funds; and City Gas Tax funds. The project funding from the three funding sources totals $5,383,740. The total estimated project cost is $4,689,672 resulting in an estimated project funding surplus of $694,068.
