SUBJECT:Approval of Agreement with the County of Los Angeles for Grant
Administration Services and Appropriation of Funds for the 2010State
Homeland Security (SHSGP) Grant.
RECOMMENDATION
That the City Council of the City of Downey authorize the Mayor to enter into the attached
Agreement with the County of Los Angeles for the disbursement of 2010 State Homeland
Security (SHSGP) grant funds. That the City Council accept and appropriate $140,600 of
2010 SHSGP funds for the projects described below.
BACKGROUND
The Los Angeles Area fire departments have received grant funding SHSGP and Urban
Area Security Initiative (UASI) for their homeland security preparedness efforts since
2002. The grants have covered individual fire department projects and regional fire
department projects.
In the spring of 2010 the Fire Department requested $140,600 of 2010 SHSGP funds.
The Department requested $28,773 to cover personnel costs for Terrorism Liaison Officer
Training for select department members, and $35,850 for narrow banding upgrade to meet
a 2013 deadline for first responders. In addition, we requested $75,977 to cover
personnel and equipment costs for additional FEMA-sponsored and approved training
related to Urban Search and Rescue (USAR) to improve department readiness. The grant
request was approved and the funds ($140,600) are now available.
DISCUSSION
The County of Los Angeles serves as the grant manager (for non-UASI area cities) for costs
related to their approved fire department purchases. They require an Agreement (contract)
between the county and city before any costs will be reimbursed.
The City Attorney has reviewed the attached contract and has approved the document for
form and process.
FISCAL IMPACT
None. This grant does not require matching funds.
