S.S. 626 – SLURRY SEAL PROJECT – : APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS RECOMMENDATION: That the City Council approve plans and specifications and authorize solicitation for bids for Cash Contract No. S.S. 626 – Slurry Seal Project. BACKGROUND: The City wishes to implement a four-year slurry seal program, solicited for bids annually, to weatherproof and extend the life of its roadways where necessary. In order to implement a Citywide systematic and efficient slurry seal program, the City has been divided into four areas (Areas A through D) and each year, the roadways within the specified area will be sealed. The Citywide slurry seal program will be a four (4) year cycle program. In current fiscal year (2010-11), the roadways within Area A will be sealed. In subsequent years (FY2011-12 through FY2013-14) roadways within Areas B, C and D will be slurry sealed. In FY2014-15 the process will be repeated by slurry sealing additional roadways in Area A. Street segments are selected based on the condition of the existing pavement relative to the pavement condition of other street segments throughout the City, as prioritized by the City’s Pavement Management System and field observations. The City’s Pavement Management System evaluates, ranks, and prioritizes each street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and subgrade stability. The Pavement Management System is a successful planning tool that ensures the City of Downey is maximizing the benefit of improving the overall infrastructure within the parameters set by budget availability and by utilizing cost effective methods for preventive maintenance, while reconstructing older and deteriorated streets with new asphalt pavement. A slurry seal program is an effective means of preserving the life of asphalt pavement surfaces by avoiding and/or deferring more extensive and costly pavement rehabilitation methods such as asphalt overlay and/or full reconstruction. DISCUSSION: The work to be completed generally consists of crack sealing, applying a 1/16-inch thick Type I slurry seal coat, replacement of striping and pavement markings, and all appurtenant work thereto necessary for the proper construction of the contemplated CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 626 – Slurry Seal Project April 26, 2011 Page 2 improvements. Some street segments will also require the replacement of asphalt concrete at certain locations, which will be handled separately from this project. Engineering Division staff has completed preparation of the plans, specifications and construction cost estimate and the project is now ready for solicitation of construction bids. The annual slurry seal program will commence by repairing and sealing several residential street segments in Area A, followed by Areas B, C and D in subsequent years (Attachment 1 - City of Downey Four Year Slurry Seal Program Map). Staff has selected 44 residential street segments in Area 4, covering a total of approximately 6.5 miles in length. The streets and limits are shown on the attached Project Street List (Attachment 2). FINANCIAL IMPACT: Based on the construction cost estimate, the total cost for the Residential Street Slurry Seal Project will be $387,000. This includes design engineering, slurry seal construction contract, asphalt patching, a 10% construction cost contingency, construction engineering, inspection, materials testing, and contract administration costs. Currently, $392,000 is available for this project in the FY 2010-11 Capital Improvement Program, consisting of Gas Tax funds under Account No. 26-16615. A detailed funding summary for the project will be presented at the time the contract is awarded.
