SUBJECT: CHAMBER OF COMMERCE STREET FAIREPERMIT – MAY 7, 2011
RECOMMENDATION
That the City Council approve:
The Downey Chamber of Commerce Street Closure Permit Application to close
Brookshire Ave., from Firestone Blvd. to just north of Civic Center Drive for the annual
Street Faire to be held on May 7, 2011
DISCUSSION
The Downey Street Faire will require a street closure from 6:00 a.m. to 6:00 p.m. Staff
members from affected departments have reviewed the street layout and Faire logistics
with the Executive Director of the Chamber of Commerce. As required, an insurance
policy indemnifying the City has been filed with the Finance Department and the City
Clerk’s Office. The Chamber will be responsible for setup and takedown of staging area,
booths, portable restrooms, and all other apparatus associated with the event. All food
booths will require Los Angeles County Health Department approval.
As in past years, the Downey Unified School District has granted the Chamber
permission to use the parking lot at Brookshire Ave. and Firestone Blvd. as well as the
lot at the Aquatics Center. All Faire parking areas shall be clearly marked by Street
Faire staff, and directions shall be provided to visitors regarding alternative parking
locations. (Exhibit A contains the Layout, Insurance Certificate and Permit Application).
The Police Department will require 2 additional officers on overtime specifically staffing
the special event. Regularly-scheduled on-duty Fire Department staff will provide the
required first aid station and fire extinguishers for booths using propane, and thus there
is no additional cost incurred for these services. Public Works staff will set up the City’s
Show Mobile, block streets and driveways, and provide barricades, signs, clean-up
assistance and other duties, which will result in additional labor and equipment costs.
The Chamber will provide vehicles to barricade the north and south ends of the street
closure. The entrance to the Civic Center between the Downey Theater and the Library
will be available only to Fire and Police vehicles.
FINANCIAL IMPACT
The total cost to fulfill the safety and logistical requirements of a 14-hour street closure
for the Chamber’s Street Faire is $7,245, which is due to the City prior to issuance of
the final street closure permit. The Community Development Commission subsidizes
the Chamber $24,500 per year, of which $4,000 is intended to defray Street Faire costs.
