CDC Cash Contract 679 Demo 8314 2nd AGENDA MEMO DATE: April 12, 2011 TO: Chairperson and Members of the Community Development Commission FROM: Office of the Executive Director By: Brian Saeki, Director of Community Development SUBJECTSOLICITATION OF BIDS FOR CASH CONTRACT NO. 679 – BUILDING : nd ABATEMENT AND DEMOLITION AT 8314 2 STREET RECOMMENDATION That the Community Development Commission approve plans and specifications and authorize the solicitation for bids on Cash Contract No. 679 – Building Abatement and Demolition. BACKGROUND In 2010, the City of Downey received $661,034 in Neighborhood Stabilization Program (NSP) funds from the State of California. These funds were awarded to the City for the purpose of advancing the demolition of vacant and blighted buildings in selected target areas. In April 2010, the Community Development Commission entered into a Cooperation Agreement with the City of Downey. Under this Agreement, the City transferred its NSP allocation to the CDC, for the demolition of the former Verizon nd building at 8314 2 Street. DISCUSSION Commission staff, with support from Public Works Department, has prepared the bid documents for the subject project. The scope of the proposed project will include the demolition of the entire structure above ground level. This project will also include the abatement and disposal of hazardous materials, removal and disposal of all building materials, and incorporate recycling and material diversion mandates. The project cost is estimated at $520,000. This estimate includes the cost of demolition, abatement of hazardous materials, project administration, and inspections. A detailed project cost will be presented to the Commission at the time of contract award. FINANCIAL IMPACT The scope of work proposed under this project will be funded with NSP funds award by the State of California, and CDBG-R funds allocation to the City of Downey by the U.S. Department of Housing and Urban Development.
