RECOMMENDATION
That the Community Development Commission approve plans and specifications and
authorize the solicitation of bids for Cash Contract No. 678 – Electrical Utilities
Modifications.
BACKGROUND
In 2010, the City of Downey received $661,034 in Neighborhood Stabilization Program
(NSP) funds from the State of California. These funds were awarded to the City for the
purpose of advancing the demolition of vacant and blighted buildings in target areas.
In April 2010, the Community Development Commission entered into a Cooperation
Agreement with the City of Downey. Under this Agreement, the City transferred its NSP

allocation to the CDC for the demolition of the former Verizon building at 8314 2
Street.
DISCUSSION
This project is linked to a demolition project under Cash Contract No. 679, and must be
completed before any work can proceed on the subject property. An unanticipated
challenge has presented itself. The as-built building had been designed and built over
an underground Edison electrical supply vault. The vault was built as a distribution point
for electrical service to adjacent properties. For safety reasons and to ensure
uninterrupted electrical service to Southern California Edison customers, this existing
underground vault must be deactivated, and electrical supply lines rerouted before any
demolition can occur. This project will complete electrical modifications necessary to
proceed with the demolition proposed under Cash Contract No. 679.
Commission staff, with the support of the Public Works Department, has prepared the
plans, bid specifications, and general conditions which will be available to interested
bidders after the required public notice is released.
The project cost is estimated at $165,000. This estimate includes the cost for the
installation of the underground electrical substructure, Southern California Edison fees,
project administration, and inspection services. A detailed project cost will be presented
to the Commission at the time of the contract award.

FINANCIAL IMPACT
The scope of work proposed under this project will be funded with NSP funds award by
the State of California, and CDBG-R funds allocation to the City of Downey by the U.S.
Department of Housing and Urban Development.
