Cash Contract 674 Library-Theatre HVAC AGENDA MEMO DATE: April 12, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: CASH CONTRACT NO. 674 - DOWNEY THEATER AND PUBLIC LIBRARY HEATING, VENTILATION AND AIR CONDITIONING SYSTEMS RETROFIT PROJECT (PHASE 1) – APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS RECOMMENDATION: That the City Council approve plans and specifications and authorize solicitation for bids for Cash Contract No. 674 – Downey Theater and Public Library Heating, Ventilation and Air Conditioning (HVAC) Systems Retrofit Project (Phase 1). BACKGROUND: The HVAC systems for the Downey Theater and Public Library have well exceeded their useful life; are inefficient in energy consumption and operation; and require constant maintenance and repair. The City hired an engineering consulting firm to evaluate the HVAC systems and design their retrofits. Below is a description of the work required to retrofit the systems: LibraryTheatre Replace 50 year-old Condenser Install New Standalone Air Condition System for Office Area Install New Energy Management Replace 50 year-old Cooling Tower System Control System Replace 40 year-old Hot Water Replace 50 year-old Cooling Coil Pumps Replace 50 year-old Condenser Replace 40 year-old Boilers Water Pumps Test Piping and Repair Leaks Install New CO2 Sensors Test Ductwork and Repair Leaks Test Piping and Repair Leaks Hazardous Material Mitigation Test Ductwork and Repair Leaks Install New EMS Control System Hazardous Material Mitigation Repair Architectural Wall Replace 50 and 28 year-old Boilers Penetrations Repair Architectural Wall Demolish 5=40-year-old Penetrationscompressed air lines Demolish 50-year-old compressed air lines CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. 674 – Downey Theater and Public Library HVAC Systems Retrofit Project (Phase 1) April 12, 2011 Page 2 DISCUSSION: The main objectives of the project are: (1) to improve the overall efficiency and reliability of the HVAC systems by replacing existing outdated, inefficient and unreliable equipment with more technologically advanced, efficient and reliable equipment, and (2) to repair existing leaking ducts and pipes. The estimated cost for completing all necessary work far exceeds the current available funding. As such, the project has been broken down into two phases. The first phase includes replacement and repair of HVAC components which must be addressed immediately. Phase 2 of this project can be completed when funds become available. Phase 2 includes replacing air handling units, condensing units, additional cooling coils, evaporative condensers, additional testing and repairing of ducts and pipes, hazardous materials mitigation, and design and inspection fees. Phase 2 of this project would cost approximately $2,000,000 to complete. The plans, specifications and construction cost estimate for Phase 1 of the Project have been prepared and the City is ready to solicit bids for construction. FINANCIAL IMPACT: Based on the construction cost estimate, the total cost for the Downey Theatre and Public Library HVAC Systems Retrofit will be $1,014,000. This includes the cost of evaluation, design, construction, project administration, inspection, City furnished material and contingencies. This project will be funded through an Energy Efficiency and Conservation Block formula-based Grant (EECBG).
