S.S. 599 - IMPERIAL HIGHWAY TRAFFIC THROUGHPUT AND SAFETY ENHANCEMENTS PROJECT - PHASE 2; AND TO DIRECT THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION RECOMMENDATION: That the City Council accept the improvements constructed under Cash Contract No. S.S. 599, approve the final construction contract amount of $3,206,924.55 and direct the Public Works Director to file the Notice of Completion. BACKGROUND On December 15, 2009, the City Council awarded Cash Contract No. S.S. 599 to Sialic Contractors Corporation dba Shawnan for the Imperial Highway Traffic Throughput and Safety Enhancements Project in the amount of $2,981,662. The Imperial Highway Traffic Throughput and Safety Enhancements Project entailed improvements along Imperial Highway between Paramount Boulevard and the west city limit and between Bellflower Boulevard and the east city limit to increase vehicle throughput, enhance traffic safety and improve the aesthetics and visual appearance of the Imperial Highway Corridor. The first phase of this project which included the portion of Imperial Highway between Bellflower Boulevard and Paramount Boulevard, was completed in August 2007. DISCUSSION: As of March 31, 2011, all work under Cash Contract No. S.S. 599 has been completed per previously approved plans and specifications and to the satisfaction of the City. Thus, the project is deemed complete, and staff recommends releasing the remaining contract funds (retention) to Shawnan. The second phase of the Imperial Highway Traffic Throughput and Safety Enhancements Project included the following elements and features: Construction of new raised landscaped median islands within the project limits; New landscaping of the existing median islands within the project limits; CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 599 - Imperial Highway Traffic Throughput and Safety Enhancements Project - Phase 2 April 12, 2011 Page 2 Installation of irrigation systems with the state-of-the-art intelligent irrigation controllers; Pavement rehabilitation along Imperial Highway between Downey Avenue and the west city limit; Minor widening of Imperial Highway at Paramount Boulevard and Downey Avenue intersections and along the south side of Imperial Highway between Coldbrook Avenue and Woodruff Avenue; Construction of concrete masonry wall, sidewalk, curb ramps and landscaping/irrigation improvements along the frontage road island on the south side of Imperial Highway between Coldbrook Avenue and Woodruff Avenue; Traffic signal upgrades and modifications at impacted intersections; Construction of curb ramps, sidewalks and miscellaneous concrete improvements at various locations; and Streetlights and utility relocations at various locations. FINANCIAL IMPACT: The final cost of the construction work, including all change orders and a net decrease in contract quantities, is $3,206,924.55. The total authorized amount by the City Council for the project work, which included a ten percent contingency, was $3,279,828. The total final project cost is $3,814,229.10, which includes all design, construction, engineering, contract administration, and inspection costs.
