RESOLUTION NO. 11-2706
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY
APPROVING PLN-11-00054, A REQUEST TO MODIFY AN EXISTING MASTER SIGN
PROGRAM FOR THE STONEWOOD CENTER TO ALLOW MULTIPLE SIGNS ON A
BUILDING FACADE, AND TO INCREASE THE ALLOWABLE SQUARE FOOTAGE OF
SIGNS FOR BUFFALO WILD WINGS RESTAURANT LOCATED AT 193 STONEWOOD
STREET, ZONED S-P 89-1 (STONEWOOD SPECIFIC PLAN).
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1.
The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A. On November 22, 1989, the Design Review Board approved Design Review
Board Case No. 89-21, thereby approving a Master Sign Program for Stonewood
Center; this sign program included sign development standards and limitations
for all businesses located at the center;
B. An application was filed by Swain Sign, (hereinafter "applicant") requesting PLN-
11-00054 (Sign) to allow a modification to an existing Master Sign Program for
the Stonewood Center to allow multiple signs on a facade, and to increase the
allowable square footage of signs for Buffalo Wild Wings restaurant located at
193 Stonewood Street, zoned S-P 89-1 (Stonewood Specific Plan) (hereinafter
“subject property”) (AIN 6285-031-092);
C. On March 25, 2011, notice of the public hearing was sent to all property owners
within 500’ of the subject site and the notice was published in the Downey Patriot;
and,
D.The Planning Commission held a duly noticed public hearing on April 6, 2011
and, after fully considering all oral and written testimony and facts and opinions
offered at aforesaid public hearings, adopted Resolution No. 11-2706, subject to
conditions of approval (Exhibit A).
SECTION 2.
The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
be in compliance with the California Environmental Quality Act (CEQA) and is categorically
exempt from CEQA, pursuant to Guideline Section No. 15301 (Class 1, Existing Facilities).
SECTION 3.
Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and declares that:
1. The proposed sign is permitted within the zone and complies with all
applicable provisions of this chapter, the General Plan, and any other
applicable standards.
The subject site is within a specific plan area, which permits the use of signage.
The proposed modification to the Stonewood Master Sign Program limits the
signs to appropriate wall and locations. The proposed modification to the Master
Sign Program complies with all the applicable provisions of the Zoning Code,
including the allowance for the Planning Commission to permit deviations to the
sizes, types and quantities of the signs.

2. The sign is in proper proportion to the structure or site on which it is
located.
The proposed wall signs will be in proper proportion to the building façade of the
mall. The design of new signs will compliment the architecture of the proposed
business.
3. The sign materials, color, texture, size, shape, height, and placement are
compatible with the design of the structure(s), property, and neighborhood
of which it is a part.
As noted in the previous finding, the proposed signs are compatible with the
tenant space’s facade and the site; especially the restaurant’s logo, which will be
located above the entry tower. The logo will create an aesthetically pleasing
identification for the proposed tenant.
4. The sign’s illumination is at the lowest reasonable level as determined by
the City Planner, which ensures adequate identification and readability, and
is directed solely at the sign or is internal to it.
All of the signs are internally illuminated with fluorescent lamps and LED strands
to reduce the brightness of the sign. The City Planner has reviewed both of
these lighting sources and has agreed that they are set at the minimum
standards needed to ensure that there is adequate readability of the signs.
5. The sign is not detrimental to the public interest, health, safety, or welfare.
All proposed wall-mounted signs at the subject site are set at a sufficient height
and setback, such that they will not create a detrimental impact to the public
interest, health, safety, and/or welfare.
6. The sign is in compliance with Section 9624, Lighting and Design
Standards.
All proposed signs on site are internally illuminated with fluorescent lamps and
LED strands, which is in compliance with Municipal Code Section 9624.
SECTION 4.
Based upon the findings set forth in Sections 1 through 3 of this
Resolution, the Planning Commission of the City of Downey hereby approves PLN-11-00054
(Sign), subject to conditions of approval attached hereto as Exhibit A, which are necessary to
preserve the health, safety and general welfare of the community and enable the Planning
Commission to make the findings set forth in the previous sections. The conditions are fair and
reasonable for the accomplishment of these purposes.
SECTION 5.
The Secretary shall certify the adoption of this Resolution.

PLANNING
1) The Downey Planning Commission grants this approval of PLN-11-00054 for the
quantity, location and type (wall -mounted), and square footage of all signs for Buffalo
Wild Wings tenant space located at 193 Stonewood Street, as indicated in the table
below and attached Stonewood Master Sign Program:

2) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the same
results as would strict compliance with said plans and conditions.
3) All other conditions of approval for Design Review Board No. 89-21 (Stonewood Master
Sign Program) shall remain valid and in force.
4) All conditions of approval of PLN-11-00054 shall be complied with before this
modification becomes valid.
5) Prior to the issuance of any building permit for a sign, said sign shall comply with this
modification to Design Review Board No. 89-21, except for window signs and non-permit
signs, which shall comply with the requirements of the Downey Municipal Code.
BUILDING
6) All construction shall comply with the 2010 California Building Code and Title 24 of the
California Energy Code.
7) Prior to the commencement of sign installation, the applicant shall obtain all required
permits. Additionally, the applicant shall obtain all necessary inspections and permit
final prior to beginning operation of the site.
