Census Data Committee AGENDA MEMO DATE: March 22, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Shannon DeLong, Assistant to the City Manager SUBJECT:CENSUS 2010 DATA – TECHNICAL COMMITTEE RECOMMENDATION That the City Council appoint a technical committee composed of David Blumenthal, Ahmed Husain and Shannon DeLong per Section 1306 of the City Charter. DISCUSSION Because the Census data was just released, staff is recommending that the City Council appoint a technical committee of three staff members who will use the City’s GIS system to analyze the new Census data. The actual district review process will be established by the City Council at a later date once the 2010 Census data can be displayed on the City’s GIS system. The recommended members are three staff persons who have been involved in the 2010 Census and the City’s Geographic Information Systems (GIS). In particular, Planner Blumenthal and Engineer Husain have provided the in-house technical expertise to implement and maintain the City’s GIS and Accela systems. The appointment of a staff technical committee will comply with Section 1306 of the City Charter which requires that the City Council “within 60 days after the deadline for presentation of the decennial Census results to the President of the United States, appoint a committee to study and make recommendations concerning alteration of the Council district boundaries.” The work of the technical committee should be complete by May 1, 2011. When this work is completed, the committee will report to the City Council and recommend a process to review the information and consider possible district boundary changes. The process might include the suggestion for criterion on which district boundaries should be drawn, the creation of public information packets, a schedule of public review meetings, and creation of a special district review committee. FISCAL IMPACT It is anticipated that this work will take approximately 31 staff hours and $1,587.82 in personnel costs to complete this task. CITY OF DOWNEY, CALIFORNIA
