SUBJECT:RECOMMENDATION TO ACCEPT COMPLETION OFCASH
CONTRACT NO. S.S. 610 - PEDESTRIAN COUNTDOWN HEADS
PROJECT; AND TO DIRECT THE PUBLIC WORKS DIRECTOR TO
FILE THE NOTICE OF COMPLETION
RECOMMENDATION:
That the City Council:
1. Accept the improvements constructed under Cash Contract No. S.S. 610,
approve the final construction contract amount of $34,041, and instruct the Public
Works Director to file the Notice of Completion; and
2. Authorize a change order to Republic Intelligent Transportation Services, Inc., in
the amount of $6,321.
BACKGROUND
On October 12, 2010, the City Council awarded Cash Contract No. 610 to Republic
Intelligent Transportation Services, Inc. for the Pedestrian Countdown Heads Project, at
twenty (20) signalized intersections Citywide, in the amount of $27,720.
The intent of this project was to fully utilize a federal Highway Safety Improvement
Program (HSIP) grant in the amount of $67,500 to enhance pedestrian safety. Although
relatively new among traffic signal indications, early study reports indicate that the
pedestrian countdown signal head has been found to significantly reduce pedestrian-
vehicle conflicts at signalized intersections, and thus reduce the potential for such
collisions. The project essentially involved the replacement of the existing symbolic
“walking person, do not walk” indication with the numeric countdown timer indication.
The City determined which 20 locations had the highest combination in pedestrian
volume and pedestrian-related collision history in the selection process, and will
subsequently reevaluate the record after a year or so to verify the effectiveness of these
devices.
DISCUSSION:
As of February 25, 2011, all work under Cash contract No. 610 was completed per
previously approved plans and specifications and to the satisfaction of the City. Thus,
the project is deemed complete, and staff recommends releasing the remaining funds to
Republic Intelligent Transportation Services, Inc.

The project scope of work consisted of replacing 154 pedestrian signal indicators at 20
intersections. During the progress of the work, the Contractor discovered that 42 of the
existing pedestrian signal housings were of a smaller size and, hence, could not
accommodate the new signal indicators. Therefore, it was necessary for the City to
issue a Change Order to replace the 42 pedestrian signal housings to complete the
originally planned work. The amount of said Change Order is $6,321, which was
derived from a negotiated unit cost basis.
FINANCIAL IMPACT:
The final cost of the construction work, including the single change order and the
unchanged contract bid quantity, was $34,041. The total authorized amount by the City
Council for the project work, which included a 10% percent contingency, was $33,992.
The total final project cost is $40,695, which includes all engineering, construction,
contract administration, and inspection costs. A total of $75,000 was originally
appropriated to the project, however, which results in a funding surplus of $34,305.
Therefore, no additional appropriation is necessary. A construction contract cost
