ISSUANCE OF AN OIL PIPELINE TO LT PIPELINE INCORPORATED (continued from the Council Meeting of March 8, 2011): Public Works. A. INTRODUCE ORDINANCE NO. 11-__________, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY GRANTING AN OIL PIPELINE FRANCHISE TO LT PIPELINE INCORPORATED. NON-AGENDA PUBLIC COMMENT: This portion provides an opportunity for the public to address the Council/Commission on items within the jurisdiction of the Council/Commission and not listed on the agenda. S.S. 610 – PEDESTRIAN COUNTDOWN HEADS PROJECT: ACCEPT IMPROVEMENTS, APPROVE FINAL CONTRACT AMOUNT OF $34,041, DIRECT PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION; AND AUTHORIZE A CHANGE ORDER TO REPUBLIC INTELLIGENT TRANSPORTATION SERVICES, INC., IN THE AMOUNT OF $6,321: Public Works. 5.
