SUBJECT: APPLICATION FOR CALTRANS TRANSPORTATION PLANNING
GRANT
RECOMMENDATION:
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE SUBMISSION OF A GRANT APPLICATION TO THE
CALTRANS COMMUNITY-BASED TRANSPORTATION PLANNING GRANT
PROGRAM FOR THE “DOWNEY LINK TRANSIT STUDY”
DISCUSSION:
The California Department of Transportation (Caltrans) is inviting applications for its
2011-2012 Transportation Planning Grant Program. The program combines state and
federal goals to promote a balanced, comprehensive, multi-modal transportation system
by providing funding for transportation planning. In order to receive funding under this
program, local agencies must adopt a resolution stating the title of the person
authorized to enter into a contract with CalTrans should funding be awarded.
The Proposed Downey LINK Transit Study includes the following focus areas:
- Evaluating the efficacy of the Downey LINK and suggesting improvements
- Examining how to bring people into Downtown on the LINK
- Exploring options for connecting the Green Line with Downtown
- Maximizing connections with existing regional bus lines
The applications are due to Caltrans no later than March 30, 2011. This project is
estimated to cost $100,000. Funding awards will not be announced until Summer 2011
at the earliest.
If funded, the project will produce a planning document with broad-based community
support that will not only serve as a literal roadmap for Downey LINK route changes, but
may also make the city eligible for additional state or federal funding to implement the
study’s recommendations.
FINANCIAL IMPACT:
There is a 10% match required from the city; Staff recommends that $10,000 in
Measure R funds be set aside in the FY11-12 budget for this purpose.

APPROVING THE SUBMISSION OF A GRANT APPLICATION TO THE
CALTRANS COMMUNITY-BASED TRANSPORTATION PLANNING GRANT
PROGRAM FOR THE “DOWNEY LINK TRANSIT STUDY”
WHEREAS, the California Department of Transportation (Caltrans) is soliciting
project applications for the Fiscal Year 2011-2012 funding cycle; and
WHEREAS, the Community-Based Transportation Planning Grant Program is
intended to fund coordinated transportation and land use planning that promotes public
engagement, livable communities, and a sustainable transportation which includes mobility,
access and safety; and
WHEREAS, Caltrans requires applicants to submit an authorizing resolution with
each project application; and
WHEREAS, the City of Downey desires to conduct a Downey LINK Transportation
Study;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. To approve the submittal of the “Downey LINK Transportation Study”
application for Community-Based Transportation Planning Funding.
SECTION 2. To authorize the City Manager (or designee) to sign the application
and grant agreement, if successful.
SECTION 3.That the City Clerk shall certify to the adoption of this Resolution.
