DECEMBER 14, 2010
The CitY Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:06 p.m., December 14, 2010, in the Council Chamber of the Downey
City Hall, 11111 Brookshire Avenue, Downey1 California, Mayor/Chairperson Luis H. Marquez ‘
presiding .

The Invocation was delivered by Senior Pastor, Dr. Paul Steen, Trinity Baptist Church of
Downey. The Flag Salute was led by Deputy City Manager Desi Alvarez.
1.ADMINISTRATION OF OATH OF OFFICE TO MAYOR LUIS H. MARQUEZ:
Senator Alan Lowenthal administered the Oath of Office to Mayor Marquez. Mayor Pro Tem
Brossmer presented the Mayor’s Pin to Mayor Marquez.
2. ADDRESS BY MAYOR LUIS H. MARQUEZ:
Mayor Marquez presented a Power Point presentation explaining that his ongoing initiatives
for the City are public safety, park, economic and community development, infrastructure,
environmental policy and administrative programs and initiatives. Public Safety will continue to
implement advanced technology and receive new equipment; while utilizing the new canine dog and
continuing work with Gangs Out of Downey. There will be a new Parks and Recreation department
that will continue to pursue grants, create a master plan for inventory and utilization of parks, and
increase effectiveness and efficiency at the parks. He continued noting that the City will continue
economic and community development through maintaining the “Business Friendly” momentum,
pursuing quality businesses and commercial developments and increasing efficiency and
effectiveness; the City’s infrastructure will develop a master plan for facilities and street repairs,
continue the Lakewood Boulevard and Imperial Highway projects and review the aging water system
and locate funding for the repairs. He noted the City is creating an environmental policy with the

recent formation of the Green Task Force, the adoption of the Green Building Codes, and creating
events like the Earth Day River Clean-up and Day without a Bag. Administration will continue to
pursue grants, improve the budget process and forecasting, create more fiscal transparency, provide
more information to the Public readily, create local campaign finance reform measures, work on
pension reform, and continue creating an ethical atmosphere. He stated his initiatives as Mayor
would be: Mayor’s Service Award to honor local groups and citizens for community service; the
Mayor’s Wife Project where the wives of Council Members will assist in fundraising efforts for True
Lasting Connections; continued work with Keep Downey Beautiful; the Mayor Presents Series;
update agreements and Resolutions for the Sister Cities program, with annual Council updates; and
the Columbia Memorial Space Science Learning Center, create strategic funding partners, develop
the affiliation with NASA, JPL and the Smithsonian, continue pursuing an auxiliary building for the
shuttle mock-up and creating a regional marketing plan. He wants to create one Downey-through
redistricting to have State and Federal representatives representing the whole City, the branding
identity program, creating community events and working with civic and non-profit groups to create
the community feeling.
Mayor Marquez called up Assembly Member Bonnie Lowenthal who presented a Certificate
of Appreciation congratulating him on becoming Mayor.
Assembly Member Ricardo Lara offered his congratulations to Mayor Marquez on his
appointment as Mayor.
The meeting recessed at 7:02 p.m. and reconvened at 7:08 p.m. with all Council
Members/Commissioners present.
3. INTRODUCTION OF FAMILY AND FRIENDS:
Mayor Marquez thanked all in attendance for coming to this meeting that is so important to his
family. He recognized his wife Alma, his twins Diego and Maya, his parents, sister, brother-in-lawI
brother, nieces and nephews, his in-laws, and friends in the audience; thanked his family for always
supporting him; and recognized his sisters and their families who could not be in attendance tonight.
He continued by recognizing Assembly Member Bonnie Lowenthal, Assembly Member
Ricardo Lara, Assembly Member Calderon’s Field Representative Mike Holland, Lynwood Mayor Pro
Tem Jim Wharton, and the Maria Quinonez Lynwood City Clerk in the audience; he thanked his
Council colleagues for doing a great job running this City; thanked City Administration, City
employees, Department Heads, Public Safety groups, and Administration Secretaries Barbara
Hruden, Patricia Coppell and Shirley Conte for all the great work they do for the City.

The City Council of the City of Downey held a Regular Meeting at 7:09 p.m., December 14,
2010, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,

COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; AND
CONFERENCE/MEETING REPORTS:
Council Member Vasquez reported that he recently participated in the Parent Institute for
Quality Education hosted by the Downey Unified School District.
Council Member Gafin reported that he attended Supervisor Knabe’s State of the County
Address; invited everyone to attend the Swearing in Ceremony for the new Fire Chief on Monday at
11 a.m.; and wished everyone a Merry Christmas and Happy, Safe New Year.
Council Member Guerra recognized his wife Ann, School Board Member Tod Corrin, and his
commissioners Ruben Salgado, Bob Keiffer, and Ed Lars in the audience; noted that Senator
Lowenthal is a great mentor and thanked him for being in attendance; recognized the incoming City
Attorney, Yvette Abich Garcia in the audience; noted that the Police Officer injured last week was
due to go home from the hospital today; and wished everyone Happy Holidays.

Mayor Pro Tem Brossmer announced the Winter Science Camp to be held at the Learning
Center, December 27th-31 st; Dr. Stauffer is donating $15,000 towards every 5th Grade student
attending the Challenger Learning Center; and recognized School Board Member Tod Comin, and
his wife Esther in the audience
Mayor Marquez thanked Council Member Guerra for the use of his Bible tonight; wished
everyone Happy Holidays, safe celebrations and a Happy New Year; thanked Assistant Deputy City
Manager Pomrehn for his assistance with the presentation tonight; and thanked his friends and
family for being here

A. ADOPT ORDINANCE NO. 10 – , AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF DOWNEY REPEALING ARTICLE VIII, CHAPTER 1 (“DOWNEY BUILDING
CODE”) AND ADDING THERETO A NEW CHAPTER 1 (“DOWNEY BUILDING CODE”)
AND MAKING AMENDMENTS THERETO (ADOPTING BY REFERENCE THE 2010
CALIFORNIA BUILDING CODE WITH AMENDMENTS).

G. ADOPT ORDINANCE NO. 10 – . AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF DOWNEY. AMENDING ARTICLE VIII OF THE
DOWNEY MUNICIPAL CODE ADOPTING THE 2010 EDITION OF THE
CALIFORNIA RESIDENTIAL CODE AND ITS AMENDMENTS AS THE
DOWNEY RESIDENTIAL CODE.
The Public Hearing was opened at: 7:17p.m. It was moved by Mayor Pro Tem Brossmer,
seconded by Council Member Gafin and so ordered to continue the Public Hearing until January 1 1,
2011

ADMINISTRATIVE REPORTS:
13.PROCLAIMED DECEMBER 16, 2010 AS THE CITY “A DAY WITHOUT A BAG DAY” AND
RECOGNIZED LARS AND KATHY CLUTTERHAM FOR THEIR GENEROUS DONATION
TO THE CITy “A DAy WITHOUT A BAG” PROGRAM: Administration.
Deputy City Manager Alvarez presented a staff report explaining that the Council previously
adopted the program in cooperation with Heal the Bay. Through a large donation from the
Clutterham family, the City will be giving away bags at City Hall and the City Library.
Council Member Guerra noted that this is a substantial donation from the Clutterham family
for the second year in a row.
Mayor Marquez and Council Member Guerra presented a Proclamation declaring December
16th as a “Day Without a Bag Day” in the City of Downey and a Certificate of Appreciation to Lars
and Kathy Clutterham.

City Manager Caton stated that staff is excited to work with this Council and congratulated
