SPECIAL MEETING
JANUARY 27, 2011
The City Council of the City of Downey held a Special Meeting at 5:35 p.m., January 27,
2011, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Luis H. Marquez presiding.
PRESENT:Council Members:

ALSO PRESENT:Gerald M. Caton, City Manager
Yvette M. Abich Garcia, City Attorney
Gilbert Livas, Assistant City Manager
Susan Domen, Deputy City Clerk
PUBLIC COMMENT ON SPECIAL MEETING AGENDA ITEMS:
The following people spoke regarding the Separation Agreement with the City Clerk:

Mayor Marquez announced the Council would consider the Consent Calendar before
recessing to Closed Session.
CONSENT CALENDAR:
It was moved by Council Member Guerra, seconded by Mayor Marquez, and unanimously
carried to approve the Consent Calendar item as recommended:
1.APPROVE SEPARATION AGREEMENT BETWEEN THE CITY AND KATHLEEN L.
MIDSTOKKE: Administration.
RECESS TO CLOSED SESSION under the following authorities:
Mayor Marquez announced the Council is recessing to Closed Session (5:11 p.m.) to
discuss matters under the authority of the following section of the Government Code:

Government Code Section 54957 – Appointment of Public Employee – Interim City Clerk

The meeting reconvened with all Council Members present at 6:09 p.m. City Attorney Abich
Garcia reported that the City Council voted unanimously to place City Clerk Midstokke on
administrative leave and to appoint Joyce Doyle as Interim City Clerk.
ADJOURNMENT:
The meeting adjourned at 6:10 p.m. to 6:30 p.m., February 8, 2011.
