SUBJECT:RECOMMENDATION TO ACCEPT COMPLETION OFCASH
CONTRACT NO. S.S. 576 - PARAMOUNT BOULEVARD PAVEMENT
REHABILITATION PROJECT; AND TO DIRECT THE PUBLIC WORKS
DIRECTOR TO FILE THE NOTICE OF COMPLETION
RECOMMENDATION:
That the City Council accept the improvements constructed under Cash Contract No.
S.S. 576, approve the final construction contract amount of $688,433.81 and direct the
Public Works Director to file the Notice of Completion.
BACKGROUND
On September 14, 2010, the City Council awarded Cash Contract No. S.S. 576 to
Hardy & Harper, Inc. for the Paramount Boulevard Pavement Rehabilitation Project,
from Brookmill Road to Alameda Street, in the amount of $625,000.
The goal of the project was to extend the life of the roadway pavement, enhance
accessibility for pedestrians, improve drainage, and eliminate potentially hazardous
conditions. The improvements constructed under the Paramount Boulevard Pavement
Rehabilitation Project included the following items:
Reconstruction/resurfacing of deteriorated pavement;
Construction of curb ramps at intersections to enhance accessibility;
Reconstruction of non-standard driveway approaches and sidewalk to comply
with Americans with Disabilities Act (ADA) standards and the repair of uplifted
sidewalk, curb ramps, driveway approaches and curb and gutter;
Reconstruction of deteriorated cross gutters;
Installation of communications conduit for future communications between City
Hall and Fire Station 1, water well sites, and signalized intersections along
Paramount Boulevard; and
Incidental replacement of traffic loop detectors, pavement markings and striping.
DISCUSSION:
Included in the final cost is one $5,331.10 change order, paid on a force-account basis,
for the repair of an unmarked sewer line that was damaged during the installation of the
communication conduit, as well as excavation to expose another sewer line to assess
its condition. In addition, Hardy & Harper, Inc. was assessed $2,000 in liquidated
damages for exceeding the contractual number of working days by four (4) days.

As of December 13, 2010, all work under Cash Contract No. S.S. 576 has been
completed per previously approved plans and specifications and to the satisfaction of
staff; therefore, the project is deemed complete. Staff is satisfied with the final product
and recommends releasing the remaining funds to Hardy & Harper, Inc.
FINANCIAL IMPACT:
The final cost of the construction work, including the change order, liquidated damages
and a net increase in contract quantities, is $688,433.81. The original construction
contract amount was $625,000. The total authorized amount by the City Council for the
construction work, which included a $100,000 (16%) contingency, was $725,000.
The total final project cost is $821,103.03, which includes all design, construction,
contract administration, material testing, and inspection costs. Sufficient funding is
available for all items of work for this project, as detailed in the following table:
