CDBG Home Investment AGENDA MEMO DATE: February 8, 2011 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Brian Saeki, Director of Community Development SUBJECT: SET PUBLIC HEARING FOR THE 2011-2012 COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAMS RECOMMENDATION Staff recommends that the City Council schedule a public hearing for the meeting of February 22, 2011 for the purpose of receiving public comment on the Community Development Block Grant (CDBG) and Home Investment Partnership Grant (HOME) Programs proposed for fiscal year 2011-2012. BACKGROUND/DISCUSSION Next fiscal year the City of Downey is entitled to receive funding from the Community Development Block Grant and the Home Investment Partnership Grant. These two federal grants are available to the City for housing and community development activities which will primarily benefit low and moderate income residents. The U.S. Department of Housing and Urban Development, which oversees the distribution of these grants, requires that the City prepare a new one-year Action Plan and hold two public hearings in order to comply with federal application submission requirements. Of the two required public hearings, this first hearing provides an opportunity for interested parties to comment on the city’s housing and non-housing needs of its low & moderate-income residents, and provide project suggestions for next year's Grant program. The second public hearing, which will be scheduled for the City Council meeting of May 24, 2011, will provide a second opportunity for public comment before the final Action Plan application is approved for submittal. FISCAL IMPACT The completion of the required application process is a prerequisite for the City receiving its 2011-2012 CDBG and HOME entitlement grants. CITY OF DOWNEY, CALIFORNIA
