SUBJECT:AUTHORIZATION TO SUBMIT APPLICATIONS FOR THE 2011
CALRECYCLE GRANT CYCLE AND DELEGATION OF SIGNING
AUTHORITY TO THE CITY MANAGER
RECOMMENDATION
That the City Council adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE SUBMISSION OF APPLICATIONS FOR ALL GRANTS IN THE
2011 CALRECYCLE FUNDING CYCLE FOR WHICH THE CITY OF DOWNEY IS
ELIGIBLE, AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
EXECUTE ALL GRANT DOCUMENTS
DISCUSSION
The Department of Resources Recycling and Recovery (CalRecycle) soliciting
applications for two grant opportunities: the Tire-Derived Product Grants and the
Rubberized Asphalt Concrete Grants. The Tire-Derived Product (TDP) grants are
intended to promote the use of recycled-content products derived from waste tires
generated in California and to decrease the adverse environmental impacts of unlawful
disposal and stockpiling of waste tires. Likewise, the Rubberized Asphalt Concrete
(RAC) grant is intended to promote the use of recycled-tire products but funds are
specifically designated for road surfacing products. A resolution authorizing submission
of applications is required. The City will also be required to submit proof of an
Environmentally Preferable Purchases and Practices Policy.
Grant monies will fund the purchase of certain types of tire-derived recycled products
(such as asphalt concrete chip-seal material) but cannot fund the construction or labor
costs associated with the installation of the materials. Grant applications will be
submitted for products to be used in current and future Capital Improvement Projects.
FISCAL IMPACT
There is no impact on the City’s General Fund. Funds received from the grants will
provide resources and materials for previously-budgeted projects and future projects.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE SUBMISSION OF APPLICATIONS TO CALRECYCLE
FOR ALL GRANTS IN THE 2011 FUNDING CYCLE FOR WHICH THE CITY OF
DOWNEY IS ELIGIBLE, AND AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO EXECUTE ALL GRANT DOCUMENTS
WHEREAS
, Public Resources Code Sections 40000 et seq. authorize the Department of
Resources Recycling and Recovery (CalRecycle), formerly known as the California Integrated
Waste Management Board, to administer various Grant Programs (grants) in furtherance of the
State of California’s (State) efforts to reduce, recycle and reuse solid waste generated in the
State thereby preserving landfill capacity and protecting public health and safety and the
environment; and
WHEREAS
, in furtherance of this authority CalRecycle is required to establish
procedures governing the application, awarding and management of the grants; and
WHEREAS
, CalRecycle grant application procedures require, among other things, an
applicant’s governing body to declare by resolution certain authorizations related to the
administration of CalRecycle grants,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
That the City Council authorizes the submission of applications to
CalRecycle for all grants for which the City of Downey is eligible.
SECTION 2.
That the City Manager or his/her designee is hereby authorized and
empowered to execute in the name of the City of Downey all grant documents, including but not
limited to, applications, agreements, amendments and requests for payment, necessary to
secure grant funds and implement the approved grant project; and
SECTION 3.
That these authorizations are effective for five years from the date of
adoption of this resolution.
SECTION 4
. The City Clerk shall certify to the adoption of this Resolution.
