ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE SUBMITTAL OF TRANSPORTATION IMPROVEMENT PROJECT APPLICATIONS FOR THE 2011 LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY CALL FOR PROJECTS , and 2. Authorize the City Manager to execute all agreements as necessary to receive and expend any awarded grant funds. BACKGROUND: The Los Angeles County Metropolitan Transportation Authority (Metro) is required by federal and state statutes to prepare a Transportation Improvement Program (TIP) for Los Angeles County. Metro is required to program revenues in the TIP across all transportation modes based on the planning requirements of the Transportation Equity st Act for the 21 Century (TEA-21) and Federal Safe, Accountable, Flexible, and Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU). One of the ways Metro accomplishes this mandate is by planning and programming funds on a multi-modal basis through the Call for Projects. Metro typically conducts the Call for Projects process every two years. Under the 2011 Call for Projects, funds will be available beginning August 1, 2015, and will be allocated over the following two (2) to six (6) years, depending upon the modal category. A local match of 20% to 35% of overall project cost will be required, depending upon the modal category. DISCUSSION: Under the 2011 Call for Projects, the City will be submitting funding applications for the following projects: CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council 2011 Los Angeles County Metropolitan Transportation Authority Call for Projects January 25, 2011 Page 2 Paramount Boulevard Traffic Throughput and Safety Enhancement Project – Construct raised landscaped medians with recycled water irrigation along Paramount Boulevard, between Imperial Highway and Florence Avenue, to enhance traffic flow and safety and to beautify the corridor. Telegraph Road Traffic Throughput and Safety Enhancement Project – Construct raised landscaped medians with recycled water irrigation on Telegraph Road, between the west city limit at the Rio Hondo Channel and Lakewood/Rosemead Boulevard, and between Passons Boulevard and the east city limit at the San Gabriel River, to enhance traffic flow and safety and to beautify the corridor. Downtown Pedestrian Circulation Enhancement Project – Construct curb extensions at intersections, comprehensive sidewalk improvements (i.e., landscaping, lighting, decorative paving and signage) along Third Street, between Dolan Avenue and Paramount Boulevard, and pedestrian enhancements at the Firestone Boulevard at Downey Avenue intersection, to provide a comprehensive sidewalk system to promote pedestrian safety, mobility and access in the downtown area and to help insure that the community will be a safe, convenient and attractive place to walk. The pedestrian enhancements on Third Street will complement those previously implemented along Downey Avenue and will be augmented to encourage vibrant, mixed-use activities and enhance connectivity to transit. This project goes hand-in-hand with the Downtown Specific Plan. Therefore, the cost of the local match will be shared evenly by the two agencies. Exhibits “A” and “B” illustrate the locations of the proposed projects to be submitted under the two modal categories, respectively. FINANCIAL IMPACT: The $1,970,800 in required local match funds for the various projects will be provided through a variety of sources, including gas tax, Proposition C Local Return, Transportation Development Act (TDA) Article III funds and other sources. A RESOLUTION OF THE CITY COUNCILOF THE CITY OF DOWNEYAPPROVING THE SUBMITTAL OF TRANSPORTATION IMPROVEMENT PROJECT APPLICATIONS FOR THE 2011 LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY CALL FOR PROJECTS WHEREAS, the Los Angeles County Metropolitan Transportation Authority (Metro) is conducting a 2011 Call for Projects in order to program the Transportation Improvement Program (TIP) funds; and WHEREAS, the City of Downey desires to construct transportation-related improvements on Paramount Boulevard, between Imperial Highway and Florence Avenue, Telegraph Road, between the Rio Hondo Channel and Lakewood/Rosemead Boulevard and between Passons Boulevard and the San Gabriel River, Third Street, between Dolan Avenue and Paramount Boulevard, the Firestone Boulevard at Downey Avenue intersection and at various intersections in the downtown area; and WHEREAS, pursuant to the guidelines established by Metro, each City must submit to Metro a separate application for each project; and WHEREAS, for each project application, with the exception of those to be submitted under the Transportation Enhancement Activities category, the applicant must prepare and submit a Project Study Report Equivalent documenting the project’s feasibility and probable cost. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approve the submittal of the three project applications for the Metro 2011 Call for Projects: (1) Paramount Boulevard Traffic Throughput and Safety Enhancement Project, (2) Telegraph Road Traffic Throughput and Safety Enhancement Project and (3) Downtown Pedestrian Circulation Enhancement Project. SECTION 2. The City Clerk shall certify to the adoption of this Resolution and forward three (3) certified copies of this resolution to the Traffic Engineering Division for transmittal to Metro.
