CONTRACT FOR THE PARAMOUNT BOULEVARD FIBEROPTIC
COMMUNICATION SYSTEM, PHASE 1 PROJECT
RECOMMENDATION:
That the City Council:
1. Award Cash Contract No. S.S. 590, in the amount of $578,550.66, to
C.T. & F., Inc. for the Paramount Boulevard Fiberoptic Communication System,
Phase 1 Project, and
2. Appropriate $427,400 from the Measure R Fund and $121,500 from the Gas Tax
Fund for this project.
BACKGROUND:
The City has been building and maintaining a fiberoptic traffic signal communications
system for the purposes of facilitating the efficient and orderly movement of traffic and
to enable remote surveillance capabilities of traffic operations along the City’s arterial
streets. Fiberoptic systems are currently in-place along Firestone Boulevard between
Ryerson Avenue and Stewart and Gray Road, along Lakewood Boulevard between
Gallatin Road and Gardendale Street and along other arterials within the City. This
project will construct a similar system along Paramount Boulevard between the north
and south City limits (Telegraph Road and Lubec Street).
Due to funding limitations, the implementation of the system along Paramount
Boulevard is being phased, with the first phase located between Telegraph road and
Lubec Street. This phase of work is approximately one mile in length and includes the
six (6) signalized intersections along Paramount Boulevard at Telegraph Road, Vista
Del Rosa Street, I-5 Northbound On-Off Ramps, Gallatin Road, Suva Street and Lubec
Street. The second phase of the project will include the installation of fiberoptic
communications as well as modifications to the eleven signalized intersections along
Paramount Boulevard between Florence Avenue and Gardendale Street.
DISCUSSION:
The main objectives of the project are: (1) to enhance traffic safety by upgrading traffic
signals at the six (6) signalized intersections along Paramount Boulevard at Telegraph
Road, Vista Del Rosa Street, I-5 Northbound On-Off Ramps, Gallatin Road, Suva Street
and Lubec Street through the replacement of existing pavement detection loops with

video detection and other equipment upgrades as necessary; (2) to expand the City’s
traffic signal system through the installation of traffic signal communication trunk line,
similar to the systems previously implemented along Firestone Boulevard and Lakewood
Boulevard; and (3) to enhance traffic flow and operations along Paramount Boulevard
through remote surveillance.
The communication system will interconnect the traffic signals on Paramount Boulevard
and provide two-way video and data transmission between the field and the City’s
Traffic Management Center (TMC). In addition, the City’s Water Well No. 4 will be tied
into the communication system in order to provide two-way communication between the
well site and City Hall and eventually, the Utilities Yard. The location of this project is
shown on the attached Vicinity Map.
On November 9, 2010, the City Council approved the plans and specifications and
granted authority to advertise for bids for Cash Contract No. S.S. 590 – Paramount
Boulevard Fiberoptic Communication System, Phase 1. On December 2, 2010, five (5)
bids were received as shown on the attached bid summary. The apparent lowest
responsive bidder was C.T. & F., Inc. with a bid of $578,550.66. C.T. & F., Inc. has
satisfactorily completed similar projects for the Cities of Los Angeles, Newport Beach,
Torrance, Santa Monica and Los Angeles County. Staff has verified that C.T. & F., Inc.
carries the appropriate contractor’s license and possesses the necessary expertise and
resources to complete this project.
The construction phase of the project will commence in January of 2011 after the
issuance of a Notice-to-Proceed, and completion is anticipated in June of 2011. It is
anticipated that the first four (4) months of the construction phase will be the project
materials procurement period, therefore; there will be limited construction activities,
such as installation of underground conduit, traffic signal pole and cabinet foundations,
and pull boxes during this period. In order to minimize the possibility of a period of time
with no productivity, the Contractor will be issued two separate notices to proceed, one
to start the materials procurement phase of the project, and a second one for the major
construction activities. The Contractor will be required to start the second phase of
work (major construction activities) immediately after completion of materials
procurement and complete it within two (2) months.
FINANCIAL IMPACT:
Based on the construction cost estimate, the total cost for the Paramount Boulevard
Fiberoptic Communication System, Phase 1 Project will be $803,900. This includes the
cost of construction, project administration, inspection and materials testing services,

City furnished material and contingencies. This project will be funded through a variety
of sources, including Proposition C Local Return, Measure R and Gas Tax. A detailed
cost summary for the project is provided herein.
