ASES Expansion AGENDA MEMO DATE: December 14, 2010 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: Thad Phillips, Community Services Director SUBJECT:ACCEPT AND APPROPRIATE AFTER SCHOOL EDUCATION AND SAFETY PROGRAM (ASES) GRANT INCREASE RECOMMENDATION That the City Council accept and appropriate $83,700 of After School Education and Safety (ASES) grant funds. DISCUSSION The City of Downey received an initial grant of $1,528,995 in ASES Program grant funds from the California Department of Education and that amount was appropriated by the City Council for the 2010 -2011 fiscal year under fund 10-general and program number 4338. Since that action, the City Council approved a grant application on February 9, 2010 to add one (1) after school program at East Middle school and increase the student capacity at two (2) existing sites: West Middle School from 60 to 111 and Griffiths Middle School from 100 to 111. On November 15, 2010 the City and Downey Unified School District received notification from the California Department of Education that Downey’s application to increase the student capacity at West and Griffiths Middle Schools was approved in round two (2) of funding, resulting in a grant adjustment increase of $83,700. The addition of East Middle school was not funded in round one (1) or two (2) of grant funding. The application for East middle school will automatically be considered during round three (3) funding in January 2011. The After School Program for Information, Recreation and Education (ASPIRE) currently operates at twelve (12) school sites and serves over 1,200 per day. ASPIRE is funded through the State of California ASES Program which is a result of the 2002 Proposition 49 voter approved initiative. This requested action will allocate the increase to the following object codes in fund 10- general and program number 4338: 0020 Temporary Personnel $21,506 0070 RET/PR Ins-appd % $1,183 CITY OF DOWNEY, CALIFORNIA 0130 Office Supplies $3,000 0140 Program Supplies $39,011 0160 Books Publications $2,000 0340 Print Shop Charges $4,000 0480 Staff Development $8,000 0700 Contract Services $5,000 FISCAL IMPACT The financial resources to support this requested action will come from the ASES Program grant and at least 33% of in-kind local matching funds from the Downey Unified School District, City of Downey, fundraising and donations.
