CDC PAC Election 2010 AGENDA MEMO Date: December 14, 2010 TO: Chair and Members of the Community Development Commission FROM: Office of the Executive Director By: Brian Saeki, Community Development Director SUBJECT: CERTIFICATION OF ANNUAL ELECTION FOR THE PROJECT AREA COMMITTEE RECOMMENDATION That the Downey Community Development Commission(Commission)certify the Annual Election for the Downey Project Area Committee. BACKGROUND The Downey Project Area Committee (PAC) was formed to serve as a communication link to the Commission and those business/property owners, residential owners, tenants, and organizations in the Downey redevelopment project area. The Committee consists of 17 members in four categories. The Business category has 8 seats representing business or property owners. The Residential Owner category has 5 seats representing homeowners. The Residential Tenant category has two seats representing renters. The Organization category has two seats representing non-profit organizations. There may also be one alternate for each category. Those elected to the committee must qualify by being a business/property owner, residential owner, tenant, or represent an organization in the project area. On October 5, 2010, the Project Area Committee conducted their annual election in accordance with the approved PAC by-laws. Staff received a letter dated November 5, 2010 from the Secretary of the PAC declaring the results of the election with a list of members (see Exhibit A). The results of the election recognized five elected members to the committee. The PAC will consist of a total of twelve members with no alternate upon the certification of this election. The results are as follows: 1) the Business category will occupy eight-seats with continuing members Bruce Leach, Robert Fritz, Jorge Montero, David Llamas, and Emory Sipos; Elected members are Kathleen Garages, Gene Gonzales, and Carlos Gitano. Mr. Montero will be represented by Dr. Michael Sullivan; 2) the Resident Owner category will occupy two-seats with continuing member Jeanne Earwood and elected member Alta Lennox. Ms. Earwood will be represented by Myrtle Risley; 3) the Resident Tenant category will be unseated and vacant; 4) the Organization category will be occupied with continuing member Don Martin representing the First Baptist Church and elected member Michael Hutchinson representing Downey United Methodist Church. At a subsequent meeting, the PAC committee elected 2010 officers -- Michael Hutchinson as Chair, Dr. Michael Sullivan as Vice Chair, and Don Martin as Secretary. A note under the Business category: Emery Sipos and David Llamas were mid-year appointments through PAC action. The PAC received resignations from Paul Granata, Mynor Moreno, and Eva Pogrzeba. Sharon Newberg is not returning as alternate. CITY OF DOWNEY, CALIFORNIA Staff has also included a roster of committee members listing the member’s name, if represented, the representative’s name, and their status (see Exhibit B). Staff has confirmed that newly elected members live in, work, or operate within the project area.
