City Clerk Midstokke reported that per the adopted policy on Council Rotation she is required

For the year 2011-2012 the proposed sequence is Mayor-Council Member Brossmer and Mayor Pro
Tem Council Member Gafin.
Council Member Guerra questioned why vote on the rotation occurs twice and was told that
the adopted policy requires the City Clerk to present the two year rotation sequence each year and
that the Council always has the option of voting differently the following year. City Manager Caton
suggested that this portion of the item be pulled and brought back for discussion in January.
Council Member Gafin stated that per the Council’s request, the policy was drafted to be able
to show the succession planning for a few years ahead.
