Minutes - 12-07-10 Adjourned Regular Meeting MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING DECEMBER 7, 2010 The City Council of the City of Downey held an Adjourned Regular Meeting at 6:03 p.m., December 7, 2010, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Anne M. Bayer presiding. PRESENT: Council Members: Anne M. Bayer Mayor Luis H. Marquez Mayor Pro Tem Roger C. Brossmer David R. Gafin Mario A. Guerra ALSO PRESENT: Gerald M. Caton, City Manager Kathleen L. Midstokke, City Clerk Scott K. Pomrehn, Assistant Deputy City Manager Rick Esteves, Police Chief Susan Domen, Deputy City Clerk The Invocation was delivered by Glenn Kravig, Calvary Chapel of Downey. The Flag Salute was led by Sergeant Daniel Oliver, USMC, Downey Recruiting Office 1. WELCOME AND FINAL ADDRESS: Outgoing Mayor/ retiring Council Member Anne M. Bayer. A. Power Point presentation by staff Mayor Bayer thanked everyone in attendance tonight and the citizens for electing her to two terms of office. She noted she has enjoyed every minute of the past 8 years. City Manager Caton presented a Power Point presentation and stated that it has been a great 8 years for the City. He listed significant events that occurred during that period, such as: the Rio Hondo Country Club groundbreaking on June 17, 2003; the Kaiser Groundbreaking on February 27, 2004 which created over 3000 new jobs and an 80 bed emergency room; the Mayor’s Service to the City Award given out during 2005 to recognize those who give back to the community; her trip to Washington D.C. for the purchase of the NASA property; the Downey Landing project which created over 1000 new jobs and produces more than $1 million in tax revenue; Economic Development projects like Bob’s Big Boy, the updated City website, the Accela software to streamline business projects, Porto’s Bakery, Kohl’s, BJ’s Brewery, Elephant Bar and more; the City receiving the Phoenix Award for the clean-up of the NASA property; the creation of the Downey Studios; the opening of Discovery Sports Complex and the Columbia Memorial Space Science Learning Center; Public Works improvement projects such as: Lakewood Boulevard and landscape medians; the City th and Downey Police Department’s 50 Anniversary celebrations; the ASPIRE program for after school care; the Farmer’s Market; the resurgence of the Emergency Preparedness program; the Sister Cities celebration and the Keep Downey Beautiful program. -1- City Council Minutes 12/07/10 Adj. 2. SPECIAL PRESENTATIONS: Mayor Pro Tem Marquez presented the scrapbook, Mayor’s Plaque, Mayor’s Pin and Certificate of Election to Mayer Bayer. The following people presented plaques, certificates and flowers to Mayor Bayer: Congress Woman Lucille Royball Allard representative, Kim Tachiki Chin Senator A. ADOPTED RESOLUTION NO. 10-7242, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION, CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION, HELD ON NOVEMBER 2, 2010, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW: City Clerk. City Clerk Midstokke presented the staff report explaining that the report and certification from the County were included, declaring Mario A. Guerra as the winner of Council District 2 and Fernando Vasquez as the winner of District 4. It was moved by Council Member Brossmer, seconded by Mayor Pro Tem Marquez and adopt the Resolution. unanimously carried to 4. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATES OF ELECTION TO NEWLY ELECTED COUNCIL MEMBERS: City Clerk. A. Mario A. Guerra – District Two; B. Fernando Vasquez – District Four City Clerk called up Mrs. Ann Guerra and Council Member Guerra to administer the oath of office. City Clerk Midstokke called up Carmen and Stephanie Vasquez and Fernando Vasquez to administer the Oath of Office. The City Clerk presented Council Members Guerra and Vasquez Certificates of Election. They then took their seats on the dais. 5. ADDRESSES BY INCOMING COUNCIL MEMBERS: A. Mario A. Guerra – District Two; -2- City Council Minutes 12/07/10 Adj. Council Member Guerra presented a Power Point presentation explaining that his main concerns are fiscal responsibility and public safety. He highlighted accomplishments such as developing a pro-business culture, increasing public safety and quality of life items. He stated that his goals for the future are quality of life issues, public safety, new programs, and seeing the big picture while using fiscal responsibility and Character Counts as the guiding lights. He would like to see a bike and walking path from river to river; a walk of fame-thanking those who made a difference to the community; a new veterans memorial honoring the heroes; having the Farmers Market moved and energized; continuing the Character Counts program throughout the City; a Street Improvements Plan; a Park Improvement Plan; Public Safety cameras in parks, a Community Volunteer committee; and a plan for fire station upgrades. He requested speed humps be utilized for traffic calming; a Business Task Force be created; additional revenue sources be explored; the naming of certain business facilities in the City; a City-wide information publication be developed; the continuation of new Public art throughout the City; the formation of a Youth Committee and City branding be continued. He concluded noting that future projects coming to Downey will be the Tierra Luna development; the Downtown Downey redevelopment; the Rancho Los Amigos property development; and South Downey improvements. B. Fernando Vasquez – District Four Council Member Vasquez presented a Power Point presentation explaining that his parents came here as immigrants and education and community involvement were part of his upbringing. He thanked his parents, his girlfriend and her family, his friends and neighbors for helping him during his campaign. He stated that his goals for the next 4 years are: enforcement on illegal street vendors; proactive gang intervention programs; community policing; continuing the growth of the Downtown area; creating an International Day festival, working on the Tierra Luna and Rancho Los Amigos developments; having more Youth Art programs; having the public bus stops be smoke-free areas; creating a Downey Youth Commission; having a smart phone application to report issues in the City; and creating a Blue Ribbon Downey Arts Commission. He concluded by noting that he is committed to the City and will be donating his Council reimbursement towards youth scholarships. 6. INTRODUCTION OF FAMILIES AND FRIENDS: Council Member Guerra introduced his wife Ann, his son Ryan and friend Bud Whitney in the audience. He then recognized former Council Members Kirk Cartozian, Meredith Perkins, Keith McCarthy and Diane Boggs in the audience. Council Member Vasquez introduced his parents, sisters, girlfriend and her family. He recognized members of the Kiwanis and several friends and neighbors in the audience. Council Member Gafin recognized his son Brent, daughter-in-law Trisha and new granddaughter Mica Marie in the audience. Mayor Pro Tem Marquez recognized his Commissioner Mike Hemsath in the audience and noted that his wife is at home recovering from surgery today.
