SUBJECT:EASEMENT FOR SOUTHERN CALIFORNIA EDISON COMPANY FOR THE

VIEW HOUSING PROJECT LOCATED AT 8314 2 STREET
RECOMMENDATION
That the Downey Community Development Commission approve a utility easement for
the Southern California Edison Company on the Commission-owned property located at
nd
8314 2 Street.
DISCUSSION
The Southern California Edison Company (SCE) is requesting an easement on a
portion of property owned by the Downey Community Development Comission (CDC)
nd
located at 8314 2 Street. SCE is requesting a 5.5 foot easement along the easterly
length of this property. This easement is needed so that SCE can install and maintain a
below grade distribution system which will supply electricity for the View housing project
approved on November 9 by the CDC.
The two-story building on the subject property would be demolished in advance of
construction of the View project. Existing site conditions include a below grade SCE
electrical vault that is tied into the electrical distribution system which supplies electricity
to the adjacent Verizon-owned property to the east. This electrical vault and the
connecting supply lines must be relocated and energized before the building demolition
can occur.
After reviewing several options with SCE, the preferred option involves SCE
constructing and installing a distribution line along the east side of the subject property,

which will tie into SCE’s existing infrastructure on 2 Street and the alley to the south of
the CDC property. Since the distribution line will serve other properties, SCE is requiring
an easement for the portion that transverses the CDC property.
This is a predevelopment item that is required to move the View project forward. Direct
costs associated with demolition and the relocation and installation of the electrical
distribution system will be paid with federal grant funds received by City of Downey from
the Neighborhood Stabilization Program.
FISCAL IMPACT
Approval of this item has no impact on the CDC budget.
