CITYWIDE RESIDENTIAL STREET RESURFACING PROJECT
APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
SOLICIT BIDS
RECOMMENDATION:
That the City Council approve plans and specifications and authorize solicitation for
bids for Cash Contract No. S.S. 622 – Citywide Residential Street Resurfacing Project.
BACKGROUND:
The City implements pavement resurfacing of its residential streets on a recurring basis in
order to extend the life of the infrastructure by a minimum of 20 years. The City’s
Pavement Management System evaluates, ranks and prioritizes each City street segment
based on surface conditions (cracking, surface failures, etc.), pavement structural
strength, and other field observations. Street segments earmarked for improvements are
selected based on the condition of the pavement for a given street segment relative to the
pavement condition of other street segments throughout the City.
DISCUSSION:
The residential streets programmed under this project include 38 segments with a total
length of approximately 4.1 miles. The locations of the various residential street
segments are shown on the attached Project Location Map.
The street resurfacing work to be completed through this project generally consists of
the reconstruction of failed pavement areas, removal and reconstruction of asphalt
concrete base course adjacent to concrete gutters, cold milling of asphalt pavement,
and the installation of an asphalt concrete overlay. In addition, uplifted or damaged
curb, gutter, cross gutters, sidewalk, driveway approaches and ramps will be repaired or
replaced.
The plans, specifications and construction cost estimate for this project are complete and
the City is ready to solicit bids for construction.

FINANCIAL IMPACT:
Based on the construction cost estimate, the total cost for the Citywide Residential
Street Resurfacing Project will be $1,500,000. This includes the cost of design,
construction, project administration, inspection and contingencies. Sufficient funds for
this project are programmed in the Fiscal Year 2010/2011 Capital Improvement
Program under Account No. 26-16622. The funding source is Gas Tax. A detailed
summary of estimated project costs and funding will be presented to the City Council at
the time of the award of the construction contract.
