Roof Replacement Fire Station No. 3 AGENDA MEMO DATE: November 9, 2010 TO: Mayor and Members of the City Council FROM: Office of the City Manager By: John Oskoui, P.E., Director of Public Works SUBJECT: ROOF REPLACEMENT AT FIRE STATON NO. 3 AND ROOF REPAIRS AT THE CITY LIBRARY AND POLICE DEPARTMENT BUILDINGS AWARD CONTRACT AND APPROPRIATE FUNDS RECOMMENDATION: That the City Council: 1. Award a contract to Long Beach Roofing, Inc., in the amount of $59,292 for roof replacement at Fire Station No. 3 and roof repairs at the City Library and Police Department buildings; and 2. Appropriate $66,500 from the General Fund. BACKGROUND: The most recent rainstorms resulted in severe leaks inside Fire Station No. 3, the City Library and the Police Department buildings, causing substantial water damage. Over the course of the last few weeks, Maintenance Division staff completed temporary stop- gap repairs including patching of the roofing system of these four facilities. However, more substantial roof repairs are necessary, including a complete roof replacement at Fire Station No. 3. Fire Station No. 3, located at 9900 Paramount Boulevard, has been re-roofed at least twice since its construction in the late 1950’s. The uppermost roofing surface is over 25 years old. The City Library was re-roofed when the annex was constructed in 1983. The Police Station roof and the Police Station maintenance building roof are original and were constructed in 1984. The roofing on all of these facilities have reached the end of their useful service lives. The work at the Library and Police Station will include only repairing problem areas as a temporary solution to prevent further leaking until funding for full roof replacement projects is available. For example, the cost to re-roof the entire Police Station is approximately $225,000. DISCUSSION: Roof replacement of Fire Station No. 3 and roof repairs at the City Library and Police Department buildings are not included in the Fiscal Year 2010/2011 Capital Improvement Program budget. In order to prevent further damage to the buildings and to minimize further inconvenience and impact to City staff and the public, it is imperative that the necessary work be completed as soon as possible before other storms arrive. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Roof Replacement and Repairs November 9, 2010 Page 2 The work at Fire Station No. 3 will include complete removal of the old roofing down to the wood deck. Following a thorough inspection of the substrate, damaged plywood sheathing will be replaced at extra cost, if needed. The proposed 4-ply reinforced cap sheet roofing system will be comprised of a base sheet and two plies of asphalt saturated fiber-glass roofing felt covered by a mineral surfaced fiber-glass cap sheet. The work will include re-using, to the fullest extent possible, all existing sheet metal flashings at roof penetrations, wall connections, roof-top mechanical equipment, and on top of the parapet walls. The work at the Library and Police Station will consist of neatly tearing off portions of old roofing to expose the wood substrate, repairing damaged sheathing as necessary, and constructing a hot-mopped 4-ply composition built-up roofing patch with crushed rock ballast. The roofing on the Police Station’s free-standing maintenance building that houses the emergency generator, trash dumpsters, dog kennel and storage is severely compromised and must be completely replaced. The work will consist of a complete tear-off of all old roofing, repairing damaged sheathing, replacement of 3 skylights and construction of a 4-ply composition built-up roof system with crushed rock ballast. Therefore, appropriation of funding from the General Fund is necessary to move forward with this project.
