SUBJECT:APPROVEANDAPPROPRIATE $7,500 FROM COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS (CDBG) FOR A SERIES OF
MONTHLY PROGRAMS FOR SENIORS
RECOMMENDATION
That the City Council approve and appropriate $7,500 from Community Development
Block Grant Funds (CDBG) for a series of monthly programs for seniors.
DISCUSSION
Staff reported at the August 24, 2010 Council Meeting that the cost to fully replace the
Downey Unified School District’s OASIS program was estimated to cost up to $60,000 a
year. Staff identified $15,000 in Community Development Block Grant (CDBG) Funds
as a source of funding as the City’s General Fund has a multi-million dollar deficit for
this Fiscal Year. City Council directed staff to report back on a reduced program not to
exceed $15,000 annually. Staff has developed a monthly program similar in content to
the former OASIS program. This Fiscal Year we proposed six (6) monthly programs
starting January 10, 2011 through June 6, 2011. The schedule is as follows: 2:45pm
piano music and social; 3:45pm featured program begins; 5:00pm dinner is served. The
proposed featured programs are: January 10 – Penniless Immigrant to American Icon:
Irving Berlin – The Golden Age of American Music Series; February 7 – Jim J’s
Jukebox: Discovering American Music; March 7 – Jazz from A to Z: What is it?; April 4 –
Bellflower Civic Chorus; May 2 – New Century Singers (pending confirmation); June 6 –
Peter M. Small, Historical Impressionist: Harry S. Truman.
Staff prepared an estimated budget of $7,500. Participants will be charged $5 for the
dinner and the estimated revenue is $1,950 for the six (6) programs.
FISCAL IMPACT
The City Council recently adopted the Fiscal Year 2010-11 budget in which over $8.4
million of department requests were eliminated or deferred to future years. The City’s
General Fund also has a multi-million dollar deficit for this Fiscal Year, therefore, staff
recommends that $7,500 in CDBG funds be utilized for this six (6) month program.
